India's Rape Culture: Urban versus Rural

While the horrific rape of Damini, Nirbhaya (December16, 2012) has shaken the whole nation, and the country is gripped with the fear of this phenomenon, many an ideologues and political leaders are not only making their ideologies clear, some of them are regularly putting their foots in mouths also. Surely they do retract their statements soon enough. Kailash Vijayvargiya, a senior BJP minister in MP's statement that women must not cross Laxman Rekha to prevent crimes against them, was disowned by the BJP Central leadership and he was thereby quick enough to apologize to the activists for his statement. But does it change his ideology or the ideologies of his fellow travellers? There are many more in the list from Abhijit Mukherjee, to Mamata Bannerji, Asaram Bapu and many more. 

 

The statement of RSS supremo, Mohan Bhagwat, was on a different tract as he said that rape is a phenomenon which takes place in India not in Bharat. For India the substitute for him is urban areas and Bharat is rural India for him. As per him it is the "Western" lifestyle adopted by people in urban areas due to which there is an increase in the crime against women. "You go to villages and forests of the country and there will be no such incidents of gang rape or sex crimes", he said on 4th January. Further he implied that while urban areas are influenced by Western culture, the rural areas are nurturing Indian ethos, glorious Indian traditions. As per him ancient Indian traditions gave great respect to women, and it is due to these values of Indian tradition, that villages are free from crimes against women.

 

The statistics from India fly in the face of Bhagawat. In a significant statistical observation and study of rape cases Mrinal Satish, faculty member of National Law University, Delhi, tells us another tale. He has used the court data and observes that 75% of rape cases take place in rural India. His observations are based on the cases reported in Criminal Law Journal from 1983 to 2009.

 

The cases of rape in villages, like that of Khairlanji and rape against Adivasi women may not be on the radar of the Hindutva boss, Bhagwat, but those engaged with the issues of dalits, Adivasis and gender issues cannot buy the simplified rural versus urban divide. One knows that patriarchy which looks at women as secondary beings, primarily as sister, mother or daughter, rather than a person in her own right. She is not a being with swayam (selfhood) of her own. As for as RSS ideology is concerned only men have swayam (selfhood). The full form of RSS, the male organization is Rashtriya Swayamsevak Sangh while its women's organization is Rashtrasevika Samiti, do note that the word swayam is missing here, in the name of women's organization.  

 

The myth that women had a place of honour in ancient Indian period is a well constructed one. During the long span of ancient Indian period the status of women kept changing, but women being subordinate beings was the running theme. During the Aryan period of pastoral life the women were supposed to commit symbolic self immolation after the death of husband, later this got converted to actual burning of the widows. It is probably around this period that two great epics were written, Ramayan and Mahabharat.

 

In Ramayan Lord Ram banishes his pregnant wife Sita, because of the rumours about her character amongst the subjects of Ayodhya. In Mahabharat, the Panadavas use their common wife Draupadi as a 'thing' and use her as a bet in gamble. Not to be left behind their cousins try to disrobe her in the court in front of the King Dhritrashtra! So much for the glorious place of women in ancient India! Later period's values are well reflected in Manusmiriti, where the women were explicitly denied education and serving the husband and household chores were regarded as equivalent of education for the women. Manusmriti gives the detailed code for women and it leaves no doubt about women being subordinate or the property of men. The Gupta period (3rd to 7thCentury), which is regarded as the Golden Period of Ancient India, the women were having limited access to education and barring few names which are dished out to prove the glorious condition of Hindu women, mostly the women were having limited access to education. Their participation in Yagnas was secondary to husband, the Yajman, who was the primary being who had solicited the priest for the Yagnas. Yajnman word interestingly has no female equivalent.

 

The ideologues of the Mohan Bhagwat parivar attribute all the prevalent ills to the coming in of Muslims. This is a very clever ploy to externalize the internal suppression of women, and also of dalits. It's not too long ago in history that during British rule, the continuation of this religiously sanctioned Hindu norm, Sati, had to be fought against by social reformers. The ghastly sati system, occasionally surfacing even now, and supported subtly by conservatives has not been easy to eradicate as religion was cited as the argument for preserving it. In the wake of sati of Roopkanwar in 1986, BJP's Vice President Vijaya Raje Scindia, not only defended the sati system but also took out a morcha to oppose passing of the bill against sati. BJP of is the political child of RSS.

 

The travails of Raja Ram Mohan Roy in struggling against Sati system are a legend. The child marriage was/ is another such evil. While British wanted to bring in the law in early twentieth century to abolish child marriage, the argument to oppose it came from the sources of Hindu religion. It was asserted that as per Hindu norms the girl must be married before her first menses, Garbhadhan. It was argued that our religion's norm about early marriage cannot be violated. The introduction of widow remarriage, the struggle to abolish Devadasi system, each of these has a long and painful story to tell about the status of women in India, in Ancient India, not influenced by modernization.

 

The education is the key to the empowerment of women and an integral part of democratization process. It was a painful journey and the efforts of Savitri bai Phule in this direction are revolutionary in the true sense of the word. These efforts were downright opposed on various grounds, the main obstacle being the Hindu traditions.

 

As such what is being criticized by Bhagwat as modernization is basically the process of democratization of society. This gentleman is stuck in the feudal mode thinking and is upholding feudal of social relationships in the garb of Hindu glorious traditions. As per these traditions; caste and gender hierarchy rules the roost. The atrocities against women are not due to democratization, which this worthy is calling modernization or westernization. The core of modernization is caste and gender equality. The essence of modernization is abolition of hierarchy, based on birth-the hierarchy of caste and gender. The process of democratization is the march of society from formal values of equality to substantive equality, and this the march has to be the agenda of social movements. The roots of oppression of women lie in the patriarchal values, which is the carry forward of ancient and medieval values, related to feudal society, society with the rule of kings, where woman was regarded as the one whose arena is the domestic work. The condition of widows and the women who were burnt alive as sati reflects the glorious ancient tradition to which Mr. Bhagwat wants to push back the Indian society, undoing all what Indian society has been able to achieve through the struggle for Independence, which was not merely a struggle to throw away the British rule but also a struggle to do away with caste and gender hierarchy.

 

For Bhagwat, the ancient glory is a cover to hide the gender inequality. Modernization is seen in a superficial way by many. Here the ancient traditions are glorified without going to the core of the social relationships. One is not criticizing the past, but understanding it in the context of the social milieu, the system of production, the level of education etc. is what is needed.  Blind glorification of the past or blind condemnation of the past, both take the conclusions off the mark. To look down upon modernization as a crass process is a deliberate one, to try to bring in social equations, the epitome of which in a way is Manusmriti.

 

Here even the facts of statistics are being put upside down to prove a political point which is retrograde but covered in the cloak of ancient glory. The borderline between India and Bharat is not an iron wall, it is a fluctuating zone, merging and separating in a very fluid way. The need of the hour is to look deeper into the issue of violence against women. While all needs to be done to create a safe atmosphere, women's safety and space for their work and creativity, we need to give a look at the social movements to overcome the chains of patriarchy, which is at the root of violence against women.

The decision of Germany's Bundesbank to repatriate part of its Gold Reserves held at the New York Federal Reserve bank has triggered a frenzy in the gold market.

German news sources suggest that a large portion of the German gold stored in the vaults of the New York Fed and the Banque de France is to be moved back to Germany.

According to analysts, this move could potentially "trigger a chain reaction, prompting other countries to start repatriating the gold stored in London, New York or Paris.... "

If gold repatriation becomes a worldwide trend, it will be obvious that both the US and UK have lost their credibility as gold custodians. For gold markets worldwide, this move may mark a switch from "financial gold" to "physical gold", but the process is definitely in its early stages.

The decision to repatriate the German gold is a big victory for a part of the German press that first forced the Bundesbank to admit that 69% of its gold is stored outside Germany. Almost certainly both the German press and at least several German lawmakers will demand a verification procedure for the gold bars returned from New York, just to make sure that Germany doesn't receive gold-plated tungsten instead of gold. It seems that German decision makers no longer trust their American partners. (Voice of Russia, January 15, 2013, emphasis added)

While the issue is actively debated in Germany, US financial reports have downplayed the significance of  this historic decision, approved by the German government last September.

Meanwhile, a  "Repatriate our Gold" campaign has been launched by several German economists, business executives and lawyers. The initiative does not apply solely to Germany. It calls upon countries to initiate the homeland repatriation of ALL gold holdings held in foreign central banks.

While national sovereignty and custody over Germany's gold assets is part of the debate, several observers –including politicians– have begged the question: "can we trust the foreign central banks" (namely the US, Britain and France) which are holding Germany's gold bars "in safe keeping":

... Several German politicians have ... voiced unease. Philipp Missfelder, a leading lawmaker from Chancellor Angela Merkel's center-right party, has asked the Bundesbank for the right to view the gold bars in Paris and London, but the central bank has denied the request, citing the lack of visitor rooms in those facilities, German daily Bild reported.

Given the growing political unease about the issue and the pressure from auditors, the central bank decided last month [September] to repatriate some 50 tons of gold in each of the three coming years from New York to its headquarters in Frankfurt for ''thorough examinations'' regarding weight and quality, the report revealed.

... Several passages of the auditors' report were blackened out in the copy shared with lawmakers, citing the Bundesbank's concerns that they could compromise secrets involving the central banks storing the gold.

The report said that the gold pile in London has fallen ''below 500 tons'' due to recent sales and repatriations, but it did not specify how much gold was held in the U.S. and in France. German media have widely reported that some 1,500 tons — almost half of the total reserves — are stored in New York.

A full and complete repatriation of gold assets, however,  is not envisaged:

"The Bundesbank plans to transfer 300 tonnes of gold from the Federal Reserve in New York and all of its gold stored at the Banque de France in Paris, 374 tonnes, to Frankfurt. beginning this year,

By 2020, it wants to hold half of the nearly 3,400 tonnes of gold valued at almost 138 billion euros – only the United States holds more – in Frankfurt, where it stores about a third of its reserves. The rest is kept at the Federal Reserve, the Banque de France and the Bank of England. (Reuters, January 16, 2012)

The German Federal Court of Auditors has called for an official inspection of German gold reserves stored at foreign central banks, "because they have never been fully checked".

Are these German bullion reserves held at the Federal Reserve "separate" or are they part of the Federal Reserve's fungible "big pot" of gold assets.

Does the New York Federal Reserve Bank have "Fungible Gold Assets to the Degree Claimed"?  Could it reasonably meet a process of homeland repatriation of gold assets initiated by several countries simultaneously?

According to the NY Federal Reserve, 98% of  its gold bullion reserves is in custody, i.e. it belongs to foreign countries. The remaining 2% belongs to the IMF and the NY Federal Reserve Bank. In a bitter irony the actual gold reserves of the NY Federal Reserve Bank are minimal.

Why is German Gold held outside Germany?

"Why is our gold in Paris, London and New York" and not in Frankfurt ?

The official explanation –which borders on the absurd– is that West Germany at the outset of the Cold War decided to store its central bank gold assets in London, Paris, and New York to "put them out of reach of the Soviet empire" which was allegedly intent upon looting West Germany's gold treasures.

According to Reuters:

As the Cold War set in, Germany kept its gold reserves put, keeping them out of reach of the Soviet empire. But government officials have grown uneasy about the storage set-up and have called for the Bundesbank to inspect the bars.

The Bundesbank now wants to change the arrangement too, even though it has said it does not see a need to count the bars or check their gold content itself and considers written assurances from the other central banks as sufficient.

With the end of the Cold War it was no longer necessary to keep Germany's gold reserves "as far to the west and as far from the Iron Curtain as possible", Bundesbank board member Carl-Ludwig Thiele told reporters on Wednesday.

According to the Western media, in chorus, the threats of the "evil empire" in the course of the Cold War era had so to speak encouraged the "looking after" and "safe-keeping" of billions of dollars of German gold bullion in the secure central bank vaults of France, England and America. This was a "responsible" initiative undertaken by these three countries –"friends of West Germany"– with a view to allegedly assisting the Bundesbank located in Frankfurt am Main against an imminent attack by The Red Army.

But now more than 21 years after the official end of the Cold War (1991), the Bundesbank "plans to bring home some of its gold reserves stored in the United States' and French central banks, bowing to government pressure to unwind a Cold War-era ploy that secured the national treasure."

What was the objective of the US, in the wake of the World War II in pressuring countries to deposit their gold bullion in the custody of the US Federal Reserve?

Historically, the accumulation of gold bullion in the vaults of the US Federal Reserve (on behalf of foreign countries) has indelibly served to strengthen the global dollar system, both during the period of the (Bretton Woods) post-war "gold exchange standard" (1946-1971) as well as in its aftermath (1971-).

History: In the Wake of World War II

The gold bullion storage arrangement has nothing to do with the Soviet threat, as conveyed in official statements.

It has a lot to do with the history of World War II and its immediate aftermath.

The early postwar central banking arrangement was dictated by the Victors of World War II, namely America, France and Britain.

The military occupation governments of these three countries directly controlled the post-war monetary reforms implemented in West Germany starting in 1945.

West Germany had been split up into three zones, respectively under the jurisdiction of the US, Britain and France (see map below). From 1945 to 1947, The Reichmark continued to circulate with new paper money printed in the US.

In 1947, the US and UK controlled occupation zones merged into an Anglo-American "BiZone".  In 1948, under a so-called "First Law on Currency Reform", the occupation military government set up the Bank deutscher Länder (Bank of the German States) in liaison with  the US Federal Reserve and the Bank of England.  The currency reforms were implemented in parallel with the Marshall Plan, launched in June 1947.

The Bank deutscher Länder (BdL) was to manage the monetary system of the Länder  (equivalent to states in a federal structure) in the Bizone under the jurisdiction of the US-UK military government, leading to the establishment of the Deutsche Mark in June 1948, which replaced the Reichsmark.

Ludwig Erhard –who became Finance Minister under the FGR government of Conrad Adenauer and then German Chancellor (1963-1966)– played a central role in the process of monetary reform.  He started his political career as an economic consultant to the US military Government (USMG). In 1947, he was appointed chairman of the currency reform commission. From January 1947 to May 1949, the US  military governor of the US zone (USMG) who supervised the setting up the new currency arrangement was General Lucius D. Clay, nicknamed "Der Kaiser".

The Deutsche Mark initiative was then extended to the occupation zone controlled by France in November 1948 ("TriZone" arrangement), with the inclusion and participation of the Banque de France.

While the Federal Republic of Germany (FRG) (Bundesrepublik Deutschland), was created in May 1949, the Bundesbank only came into existence 8 years later, in 1957.

Germany's gold reserves were under the jurisdiction of the Bank deutscher Länder  (and subsequently of the Bundesbank). But the BdL was an initiative of the US-UK-France military occupation governments.

Of significance, under the Bretton Woods gold exchange standard (1946-1971), the dollar denominated export revenues accruing to West Germany were converted into gold at 32 dollars an ounce. In other words, the export earnings resulting from the sale  of German commodities in the US market were, in a sense, "returned" to America in the form of gold bullion which was deposited for "safe-keeping" at the New York Federal Reserve Bank.

The important question is the following:

Did the procedures and agreements determined by the occupation military governments in 1947-48  envisage a framework whereby part of West Germany's gold bullion was to be held in the victors' central banks, namely the Bank of England, the US Federal Reserve and the Banque de France?

Gold Reserves from the Third Reich

The issue of the gold reserves of the Third Reich is a subject matter in itself, beyond the scope of this article.

A couple of observations: As of 1945, large amounts of gold from the Third Reich were transferred into custody of the military governments. Part of this gold was used to finance war reparations:

In September 1946, the United States, Britain, and France established the Tripartite Commission for the Restitution of Monetary Gold (TGC). The commission has its roots in Part III of the Paris Agreement on Reparation, signed on January 14, 1946 concerning German war reparations. Under the 1946 Paris Agreement, the three Allies were charged with recovering monetary gold looted by Nazi Germany from banks in occupied Europe and placing it in a "gold pool."

Claims against the gold pool and subsequent redistribution of the gold to claimant countries were to be adjudicated and executed by the three Allies. " ( for further details see US State Department, Tripartie Gold Commission, February 24, 1997,

A Foreign Exchange Depositary (FED) had been established at the Reichbank in Frankfurt. Referred to as "the Fort Knox of Germany", a  process of collection had been established `by the FED on behalf of the Allied Occupation Council.

Gold was collected by the FED, both in monetary and non-monetary form. By October 1947 –coinciding with the establishment of the Bank deutscher Laender–  the FED, had accumulated 260 million dollars of monetary gold (at the 1947 price of gold, this represented a colossal amount of bullion).

A large part of this gold was restituted to different claimant countries, organizations and individuals. In 1950, the remaining assets of the FED –which were minimal, according to the US State Department– were transferred to the Bank deutscher Laender. (William Z. Slany, US Efforts to Restore Gold and Other Assets Stolen or Hidden by Germany During World War II, US State Department, Washington, 1997, p. 150-59).

Note:

Germany´s 3,400 tons of gold reserves does not pertain to gold from the pre-1945-era.  Moreover, while the procedures of West Germany's monetary reform under allied military occupation (1947-48) were instrumental in setting the foundations of German central banking in the post-war era, the initial amounts of gold bullion deposited in the early days of the Bank Deutscher Laender were minimal and of little significance.

It is understood that outside the realm of central banking and monetary reform, the allied forces of World War II including the US, Britain, France and the USSR did appropriate part of the gold of the Third Reich.  This in itself is an entirely separate and complex issue which is beyond the scope of this article.

Mumbai, January 20 : On the first day of the New Year, Mumbai witnessed a storm of people marching the streets for land and housing rights. A renewed struggle against Land Scam involving corrupt builders, illegal demolition and impeachment of housing rights began when thousands of poor belonging to slums across Mumbai, gathered at Govandi and Golibar to start their long march on foot to demand implementation of Rajeev Awas Yojana as self- development towards right to shelter, and to fight against atrocities faced by them.

The march reached VT station on 02 Jan, 2013, there was heavy deployment of rapid action force and police, who had surrounded the whole VT area, Azad Maidan and blocked most roads going towards Mantralaya. It was quite ironical as this was a march that was marching on the Gandhian path of non-violent protest. After much negotiation with authorities at Mantralaya and police, the marchers finally reached AzadMaidan.

On 5th January, Ghar Bachao Ghar Banao Andolan started a relay fast for 24 hours to demand land and housing rights, at 1 pm by 30 representatives of various slums as well as middle class localities across Mumbai participating in the fast while more than 5,000 people continued their sit-in throughout the day at Azad Maidan in Mumbai.

Ghar Bachao Ghar Banao Andolan withdrew its 10 days long agitation, after having received certain concrete promises and directions for investigations in the issues related to of corruption in respect of housing rights and land scams throughout Mumbai. The State Government has agreed to conduct an enquiry through the Principal Secretary, Housing into SRA projects in 6 localities- Golibar, Ambedkar Nagar, Mulund, Ramnagar-Ghatkopar, Chandivali, Sion-koliwada and Indira-nagar Jogeshwari, defining the modus operandis involving all stakeholders and holding public hearings.

The State has also taken and conveyed a firm decision to take RAY ahead and Mandala RAY project proposal to the Municipal Corporation of Greater Mumbai.

While the Andolan was going on, all the things were moving on the right path. However, within a few days of withdrawal of the agitation and announcement of inquiry in the 6 SRA projects having approval on fraudulency and involving irregularities and illegalities, the harassment of the people have been started by the henchmen of developers under the tight police protection. Few examples of this harassment are cutting of public water supply and locking the doors of fencing compound just to block the way of local residents of Sion Koliwada. In Golibar, Ambewadi, on 18 Jan, 2013, developer with help of his 70-80 henchmen entered to fence the demolished area where the henchmen started assaulting the women with stone and bamboos to vacate the place. These women were badly assaulted and were admitted in hospital as they were severely injured. Nirmal Nagar Police Station has not taken any cognizance of the matter and was playing pro-builder role. On contrary, FIR has been registered in the favour of the developer's henchmen and against the people who have raised their voice against the injustice. Demolition ride is still going on in different parts of slums.

Protesting against all the above mentioned injustice and harassment, Ghar Bachao Ghar Banao Andolan with various slums as well as middle class localities across Mumbai has decided to continue and even intensify the struggle by starting Relay Fast today at 3pm, at Ambewadi Golibar, Mumbai, to reach out on the deaf ears of Government Authorities for our rights and justice.

Even though the Apex Authorities are issuing the orders of certain investigations but the sub-ordinates are least bothered to implement and follow the directions given by their Senior Authorities.

The struggle of Mumbai's slum dwellers and those affected by corruption in Slum Rehabilitation and Re-development, continues at Ambewadi Golibar, Mumbai. We also stand in solidarity with the slumdwellers of Bangalore who are facing evictions and police repression at EWS quarters at Ejipura by BBMP. We demand that illegal demolitions by state will be resisted at all costs and we will stand in solidarity wherever homes will be demolished across the country.

Andolan demands that Maharashtra Government takes firm and concrete decisions, investigates into corruption and irregularities as well as Government should also carry out inquiry on Police Administration & Authorities for providing police protection to private bodies and for not even taking cognizance of the effected people and until then, people are determined to continue.

The recent electoral victory of Narendra Modi, his third consecutive one (Dec 2012), has drawn lot of applause from a section of society and he is being projected as the BJP's Prime Ministerial candidate. It's another matter that BJP, itself is in shambles as far as electoral arena is concerned and its NDA allies are unlikely to endorse Modi, given his aggressive communal politics and the authoritarian style of his functioning. One knows that this victory of Modi was predicted by many exit polls, one also knows his victory was not a smooth sail, as by now the dissatisfaction from his policies, his style of functioning is adversely affecting a large number of Gujarat population. The people of Gujarat turned out in big numbers to cast their vote.

Many commentators feel that his win is due to his development policies, that he has won again is an endorsement of his claims of development of Gujarat. The development model undertaken by Modi is a total surrender to the favored industrial houses, which are having a gala time in Gujarat. The shiny malls and roads of Gujarat hide behind them the travails of the deprived and marginalized sections of Gujarat, the villages in particular. Every Nano car rolling out from Tata car is subsidized by the state to the extent of Rs 60000. The hype of development propaganda, managed by the American Company APCO Worldwide, which has already worked for notorious dictators like Sani Abacha (Nigeria) and Nurusultan NAzarbayev (Life President of Kazagistan), has done its job well again. The job by this agency has been done so well that anybody questioning the development of Gujarat is receives various derogatory labels. As a matter of fact what Modi has done is nothing unusual and states like Maharashtra have achieved much better in this direction, without the hype. Here comes one of the roles of Modi, not only to hire an image maker but also to act like Goebbels.

 

This so called development hides that the social indices of Gujarat which are very much on the lower side when compared to many other Indian states. What matters in popular perception is the image more than reality. So this aspect of Modi's propaganda did sell well for a section of middle class not only in Gujarat but all over the country. Many a commentators do buy this uncritically and attribute Modi's victory to this factor. As its not only the mall going middle class but even the suicide committing farmers families, the starving dalits and Adivasis, who also vote, they feel the reality of the 'development' of Gujarat in their lives, so a large turn out to vote and in rural areas they did show that the so called development is from the annals of make believe World.

 

The major factor which has worked in Modi's favor is the polarization which has taken place in Gujarat after the 2002 carnage. This is one episode of violence, which has separated the communities on religious lines. While Hindus, have bought the line that it is only due to Modi that they are safe, at the same time Muslims know that they have not only been the major victim of 2002, but also that post 2002, they have been totally marginalized in physical space, with ghettoization taking place. They know that they are physically not safe and have been pushed back economically and socially. The real fear is stalking the lives of Muslim community as a whole. They have been relegated to second class citizenship. Modi has given a clear message that the nine percent Muslims don't matter to him as he has made up his vote bank by consolidating the Hindus by instilling the fear amongst them. Still all Muslims do not vote against them. To begin with the Muslim majority areas have been delimited in a way that they can't influence in the electoral result, or the impact of their voting is minimized. A section of trader-businessmen Muslims did vote for Modi for sure. Another section had to vote for him out of fear.

 

As far as dalits and adivasis are concerned the social engineering unleashed by BJP associates VHP and Vanavasi Kalyan ashram has done its job and a section of these deprived sections has been won over to the Hindutva fold and vote for the BJP. The sense of insecurity amongst minorities and minority women is paramount, making them withdraw into their shells. The liberal space in the state of Gujarat has shrunk rapidly, more than in other states. The educational institutions have been thoroughly brought under the management of academics sympathetic to Modi's ideology. The state now reminds one of a dictatorial state, as pointed out by the ex- BJP chief Minister Keshubhai Patel himself. It can be called as communal-semi fascist state. The major factor in the state is the polarization and abolition of liberal space. This is 'Hindu Nation' in one state. One is reminded of the USSR, where 'Socialism in one state' was the slogan to begin with. In India while there are many states ruled by BJP, it is Gujarat, which fits into this 'Hindu Rashtra in one state'.

 

The real danger today, which is reminded by Modi's victory are manifold. To begin with the communal fascism is creeping in India through deeper pores of the nation. It is said that RSS is not happy with Modi coming to power and becoming larger than the party, the BJP. This is a contradictory situation. RSS on one hand wants to create a Hindu Rashtra. On the other it wants to regulate the whole process. The contradiction is that RSS ideology pushes the nation towards dictatorial thinking, as RSS itself is modeled on Ek Chalak Anuvartita, (controlled by single supreme dictator), the Sar Sanghchalak, whose writ is unquestionable. At the same time one recalls that one of the characteristics of fascisms the single charismatic leader. Modi fits in to that model very well. It is being said that in Gujarat, the RSS and its progeny VHP, Vishwa Hindu Parishad has been marginalized. One should know that the RSS and its non electoral progeny is there to make the ground for creating a communal space in which BJP can then rough shod and work for Hindu Nation. In Gujarat, these organizations are redundant now as they have already played their role. With Modi's victory it's clear that in India the communal fascism is marching state by state, and in the social space, in a gradual manner.

 

Modi's blatant proximity to industrial houses is again in tune with the pattern of a fascist state. Hitler was also the darling of big capital. Hitler had mass following amongst the middle classes and could co-opt the poor as its storm troopers, street fighters. Modi is walking the same path, the difference being that of speed and regional variation. India being the vast diverse nation, the Gujarat pattern stands out very clearly as a repeat of German fascist onslaught with many differences. The other BJP ruled states are adopting different paths, some features being common. These common features are cultural infiltration, and relegation of minorities to the margins.

 

It is in this situation that those committed to secular democracy need a rethink. At electoral level, the parties like Congress, Samajvadi, Communist and Socialist parties, do not perceive the threat to democracy and secularism as they should be doing. If they understand the implications of Hindu Rashtra, the impact of Modi in hiking up the communal politics and communal thinking, then they have to close their ranks. They need to rise above their electoral and prime ministerial ambitions and take this threat of communalism head on as a united front. That seems to be a very tall order to expect from these electoral formations which so far have not demonstrated their willingness to come together for the sake of principles. Is it thinkable at all these parties will contemplate more in terms of saving democracy and secularism rather than protecting their fiefdoms? Its time these parties wake and realize that unless they hang together, the danger of communal fascism taking over the country in the future is not ruled out. Still one knows all this is an optimistic urge. If wishes were horses!

 

What can secular elements do at this point of time? They have engaged in legal activism, advocacy work, done rehabilitation work and conducted awareness programs to the best of their capabilities. It seems their best is not good enough. The need for more innovative thinking to ward off the threat of looming communalism has become more menacing with the victory of Modi. It's a warning signal of sorts to do our utmost to strengthen the values of freedom movement, Liberty, Equality and Fraternity. It's time to remind ourselves of what the preamble of our Constitution tells us. It's time to build a real people's platform for secularism and democracy. It's time for social movements to take this issue in utmost seriousness before the situation is created that social movements will themselves will not be permitted to march forward for the cause of human rights of the deprived sections of society.

By Design: French Mali Invasion Spills into Algeria

Exactly as predicted, the ongoing French "intervention" in the North African nation of Mali has spilled into Algeria – the next most likely objective of Western geopolitical interests in the region since the successful destabilization of Libya in 2011.

In last week's "France Displays Unhinged Hypocrisy as Bombs Fall on Mali" report, it was stated specifically that:

"As far back as August of 2011, Bruce Riedel out of the corporate-financier funded think-tank, the Brookings Institution, wrote "Algeria will be next to fall," where he gleefully predicted success in Libya would embolden radical elements in Algeria, in particular AQIM. Between extremist violence and the prospect of French airstrikes, Riedel hoped to see the fall of the Algerian government. Ironically Riedel noted:

Algeria has expressed particular concern that the unrest in Libya could lead to the development of a major safe haven and sanctuary for al-Qaeda and other extremist jihadis.

And thanks to NATO, that is exactly what Libya has become – a Western sponsored sanctuary for Al-Qaeda. AQIM's headway in northern Mali and now French involvement will see the conflict inevitably spill over into Algeria. It should be noted that Riedel is a co-author of "Which Path to Persia?" which openly conspires to arm yet another US State Department-listed terrorist organization (list as #28), the Mujahedin-e Khalq (MEK) to wreak havoc across Iran and help collapse the government there – illustrating a pattern of using clearly terroristic organizations, even those listed as so by the US State Department, to carry out US foreign policy."

Now, it is reported that "Al Qaeda-linked" terrorists have seized American hostages in Algeria in what is being described by the Western press as "spill over" from France's Mali operations.

The Washington Post, in their article, "Al-Qaida-linked militants seize BP complex in Algeria, take hostages in revenge for Mali," claims:

"As Algerian army helicopters clattered overhead deep in the Sahara desert, Islamist militants hunkered down for the night in a natural gas complex they had assaulted Wednesday morning, killing two people and taking dozens of foreigners hostage in what could be the first spillover from France's intervention in Mali."

The Wall Street Journal, in its article, "Militants Grab U.S. Hostages in Algeria," reports that:

"Militants with possible links to al Qaeda seized about 40 foreign hostages, including several Americans, at a natural-gas field in Algeria, posing a new level of threat to nations trying to blunt the growing influence of Islamist extremists in Africa.As security officials in the U.S. and Europe assessed options to reach the captives from distant bases, Algerian security forces failed in an attempt late Wednesday to storm the facility."

The WSJ also added:

"Defense Secretary Leon Panetta said the U.S. would take "necessary and proper steps" in the hostage situation, and didn't rule out military action. He said the Algeria attack could represent a spillover from Mali."

And it is military action, both covert and incrementally more overt, that will see the West's extremist proxies and the West's faux efforts to stem them, increasingly creep over the Mali-Algerian border, as the old imperial maps of Europe are redrawn right before our eyes.

Meanwhile, these very same terrorist forces continue to receive funding, arms, covert military support, and diplomatic recognition in Syria, by NATO, and specifically the US and France who are both claiming to fight the "Free Syrian Army's" ideological and very literal allies in North Africa.

In reality, Al Qaeda is allowing the US and France to intervene and interfere in Algeria, after attempts in 2011 to trigger political subversion was soundly defeated by the Algerian government. Al Qaeda is essentially both a casus belli and mercenary force, deployed by the West against targeted nations. It is clear that French operations seek to trigger armed conflict in Algeria as well as a possible Western military intervention there as well, with the Mali conflict serving only as a pretense.
