Corruption of Pitroda & Brahamchari – No Patents for Indians

Corruption of Pitroda & Brahamchari – No Patents for Indians

July01, 2012

Honorable PM+FM,

Dr. Manmohan Singh

South Block,

New Delhi 110011

Respected Sir,

Indian Inventor need 'Fast Grant of Patents' and 'Utility Model Patents' – Inventors are Fed Up With World Most Corrupt CSIR-DSIR. In last 12 years 3 million Utility Model Patents were granted – 97% to national inventor. There fore was appropriate for India – Cheap and Indian.

Ø      75% of PCT Patents by Indians relates to Pharma sector – yet India has not developed a Global Drug. CSIR has filed thousands of Bogus Patents. Slow grant of Patents and Corruption means even Clinical Trials are drying up.

Ø      Even in Sixth Meeting of NInC – some hundredth since National Knowledge Commission in seven years – I didn't find 'Patent Information Centers in Engineering Colleges and Universities.'

I have already reported Pitroda and Brahamchari filed 'Bogus Patents' – budget of CSIR-DSIR is $1b annually or $5b in PPP terms but in 12 years since Brahamchari as Director+ Rank ($60b in PPP) or 27 years since Pitroda advised Prime Minister of India – Particularly after Seven years he was appointed Chairman of National Knowledge Commission – no important technology has been developed in India for Indian or World Market.

But the biggest challenge is that 'These Two Scoundrels Who Between Themselves filed over hundred Bogus Patents' don't want 'Patents for Indian Engineers and Scientists.' – They Have Maliciously Introduced recently 'Pre-Grant Opposition, Post Grant Opposition, Patent Tribunal, High Courts & Supreme Court Benches to Deny Patents to Indian and Foreign Inventors.'

Patent Filings had Dried Up – Even Clinical Trials are on decline.

Sam Pitroda is openly selling his 'Second Rate Products – Mobile Phone Banking Devices.' – NDTV was discussing SMS Banking.

There can't be worse Corruption than $5b annually in PPP terms by CSIR-DSIR is wasted on bogus research - $60b in PPP since 2012.

How can MPs who can't even ensure Proper Cleaning of Roads, Water Supply and Basic things shall be awarding Rs.500 crores worth of Awards to inventors?

When most developed countries grant 'Quick Utility Patents @ Euro30 Filing Cost' – they have not yet introduced 'Utility Model Patent.'

In this Apple vs Samsung story it is clear No Product Can be sold outside India that is not protected by patents. Any product violating 'Foreign Patent is Liable for Patent Infringement even at sea.' A Pharma consignment for Brazil was intercepted at sea in Netherlands.

Please order CBI – CBI investigation in to CSIR DSIR working since 2000 and Sam Pitroda's Businesses secured through Corrupting Departments.

CSIR – DSIR be spit up, DSIR should work under departments of DIPP or MSME. This shall be less damaging to India.

Thank you,

Faithfully

§                                He stated that the 'One MP One Idea' proposed by NInC has been approved by the Ministry of Statistics and Programme Implementation (MoSPI) under the MPLADS Scheme. §                                He also informed the Council that the India Inclusive innovation Fund effort was going well and the aim was to announce the first close with a corpus of Rs 500 crore by July-August 2012.

§                                He also spoke about the Challenge posed by the Council on getting proposals from the public for reducing drudgery and the responses received.

§                                He informed the Council that effort was underway to drive innovation at Science Museums and 7 pilos museums have been chosen for this purpose.

§                                He stated that work is underway on drafting an Innovation policy and an Entrepreneurship Policy.

2.                 Mr Gopalakrishnan, Member Secretary, NInC, gave an update on the Design Innovation Centres. The proposal submitted by NInC to MHRD on setting up 20 Design Innovation centres co-located in institutes of national importance; setting up an Open School of Design and an institution for facilitating training of trainers has been forwarded for inclusion in the 12th Five Year Plan.

3.                 Mr Samir Mitra, senior Consultant gave an update on the pilot phase of the Innovation Cluster Initiative and emphasised the need to focus on a scale up plan. He highlighted the progress made in 8 pilot clusters (6 industry and 2 university) and proposed scaling up this effort to 100 clusters in 2012-13 and 500 clusters in 2013-14. A draft strategy note for the scale up was presented to the Council and approved. For scale up to 100 clusters it has been proposed that lead partners be identified to drive this effort from R&D/ Academic institutions; line Ministries; State Governments; Sectoral industry bodies. Currently, effort is underway to engage CSIR and Ministry of Textiles as lead partners. A note on engaging CSIR as the lead partner has been submitted for approval.

4.                 On taking the University Innovation Clusters forward Mr Mitra proposed the setting up of a NInC sub group.

5.                 Mr Samir Mitra also proposed the idea of creating a 'Tor For Jod' centre in schools to drive innovation, with pilots starting in Delhi and Vadodara. It was agreed to initiate the pilots, but, also identify a mechanism for scale up beyond the pilots, at the earliest.

8.                 A brief concept was shared on creating innovation spaces at Science Museums across the country. 7 pilots will be initiated in museums at various locations in the country. This initiative is being done in collaboration with the National council of Science Museums, National Museum of Natural History and the Vikram Sarabhai Science Centre.
