India will set up a high-level committee to identify areas for expanding economic ties with the US, from where it expects an estimated investment of $250-300 billion in infrastructure space.Meanwhile,the World Bank today said its total lending to India will touch USD 9.3 billion for the fiscal ending June this year. The total expected lending this year includes USD 2.6 billion in interest-free credit and USD 6.7 billion in the form of a long-term, low interest loan, the World Bank said in a statement.

Fresh action on Bhopal gas tragedy

Government was set to unveil new steps on Thursday to tackle the toxic legacy of the Bhopal gas tragedy amid fresh public outrage over the handling of the disaster nearly 26 years on.

The cabinet led by Indian Prime Minister Manmohan Singh was to consider recommendations by senior ministers of what action to take to clean up the still-polluted site and bring those blamed for the accident to justice.

"All key issues connected with the Bhopal gas tragedy will be taken up by the prime minister today," a senior officer at the home ministry told AFP, adding that a press conference had been organised for late Thursday.

The disaster took place in December 1984 when a pesticide plant run by US chemical group Union Carbide spewed 40 tonnes of toxic gas into residential areas of the central Indian city of Bhopal.

The gas killed thousands instantly and tens of thousands more from its lingering effects over the following years.

Public anger over the case was revived earlier this month after a court sentenced seven local managers of the plant to two years in prison, punishment viewed as too lenient by survivors' groups.

In the face of public anger over the sentences and continuing health problems in Bhopal, the prime minister set up a panel of senior ministers to review the handling of the accident and its aftermath.

The panel has suggested doubling the compensation for the families of the dead to one million rupees (22,000 dollars), as well as setting aside federal funds of three billion rupees (66 million dollars) for a clean-up of the site. It also recommended that India pursue the American former chief executive of Union Carbide, now-retired Warren Anderson, who is considered a fugitive in India where he faces charges of negligence.

India has requested his extradition from the United States in the past, but without success.

Groups representing victims of the disaster have already rejected the fresh recommendations.

"The government has failed to understand the scale of damage," said Satinath Sarangi of the Bhopal Group for Information and Action.

"There is no mention of the second and third generation victims and the constant medical complications being caused by the contamination," he added.

CEOs Forum to set agenda for next level Indo-US partnership

op CEOs of India and the US are slated to do some brainstorming today to come up with a set of proposals, which officials and corporate leaders of both the countries, say, would help in taking the Indo-US business ties to the next level.

The CEOs Forum, which was reconstituted on the eve of the Prime Minister Manmohan Singh's State visit to Washington last year, is having its second meeting – the first this year.

"When this forum was rejuvenated during the visit of our Prime Minister in November last year and after identifying areas where India and the USA could co-operate and work together in close co-operation, both President Obama and Prime Minister Manmohan Singh, identified and mandated the CEOs Forum to work," said Finance Minister Pranab Mukherjee.

"Tomorrow, we would be having the opportunity of reviewing the identified areas where deficiencies exits and how to improve those deficiencies," Mukherjee told a group of Indian and American CEOs at an interactive session organised by the Confederation of Indian Industry on the eve of the crucial meeting of the Indo-US CEOs Forum.

Mukherjee, who arrived in Washington on Monday, would be leading the official Indian delegation to the CEOs Forum meeting.

Commerce and Industry Minister Anand Sharma, and the Deputy Chairman of the Planning Commission Montek Singh Ahluwalia would also attend the meeting.

Top officials from the Obama administration including the Secretary of State are expected to attend the CEOs Forum meeting to be held at the State Department.

"There are some big, bold recommendations, that are going to take courage on both sides," President of the US India Business Council (USIBC) Ron Somers, who has been interacting with the CEOs on both sides, told PTI.

"It is our duty as industry to be making certain that our governments propel the relationship to the next level. It is exciting and we want to be supportive," Somers said ahead of the CEO's Forum meeting.

"We are talking major collaboration in the area of health care that I think is going to be the kind of transformational project that captures the imagination of both societies," Somers said.

"On the Indian side, we are hopeful that the Monsoon Parliament can open the education sector for foreign investment and lift the FDI cap in insurance," said the USIBC president.

RIL's US shale gas deal would add to growth of RIL assets: Deven Choksey

Deven Choksey, MD of KR Choksey Securities, on Thursday said Reliance Industries' move to buy 45 per cent stake in Pioneer Natural Resources' shale gas assets south of Texas for $1.3 billion, would add to the growth to the assets of RIL.

Choksey said the funding would not be an issue for Reliance Industries for the acquisition.

He said the deal, which is expected to be closed within five business days, would lead to value appreciation of Rs 20-22 per share for RIL.

Shares of RIL, which has the heaviest weight in the main index, fell 0.7 per cent to close the day at Rs 1,051.30, as some investors not convinced about the company's drive to boost presence in the US shale gas sector.

The acreage in south of Texas has 11 trillion cubic feet of resource potential, according to Pioneer, which will continue to be operator at the property.

Shale gas is natural gas stored in organic-rich sedimentary rocks. It is considered an unconventional source as the gas may be attached to or "absorbed" onto organic matter.

The lending also includes a USD 2 billion package to provide capital to facilitate credit expansion of some of the public sector banks and prevent a shortfall of capital from affecting India''s economy in the wake of the global economic crisis, he added.



The committee for boosting economic ties with US, to be set up under Planning Commission Deputy Chairman Montek Singh Ahluwalia, would coordinate with various ministries and prepare a roadmap before US President Barack Obama's India visit in November, Finance Minister Pranab Mukherjee told PTI in an interview here.


India needs USD 1 trillion of infrastructure investment, where there is still a gap of 25-30 per cent and can be filled in by the US companies, Mukherjee said.


Speaking after attending a meeting of Indo-US CEOs Forum here, Mukherjee said the US wants India to expedite relevant legislative actions for economic reforms like opening up of insurance, other sectors.


Terming his meetings here as very successful, Mukherjee said: "My bilateral discussions with Secretary of the State (Hillary Clinton) and the Secretary of Treasury (Timothy Geithner) clearly indicated that they are interested in widening and deepening the relationship between India and the US.


"On the whole I say, this was a good visit and all the meetings were successful."


"We have identified certain issues on which we should work together. And this was the recommendations made jointly by both Indian CEOs and the US counterparts - education, infrastructure, clean energy, bio tech and health," Mukherjee said.


"They also suggested what are the impediments in fully exploiting the relationship between our two countries and a breakthrough of the long term ideas," he noted.


Mukherjee said that after returning to India he would "set up a committee, a small group, under Deputy Chairman Planning Commission, who will co-ordinate with all the concerned ministries on the issues which have been identified..."


The committee would then "prepare a road map on what could be done and what are doable, so that before (the US) President's visit to India in November, both the leaders (Obama and Indian Prime Minister Manmohan Singh) are in a position that these are the areas in which progress has been made and what further progress could be made, that could be known."


Mukherjee said that Indo-US relations were "moving in the right direction" and the two contries would surely make breakthrough in major areas.


"I am quite confident that in major areas we will be able to make real breakthrough. Our relationship is expanding very fast. Despite the slowdown, I think, both way international trade is USD 37 billion."


Asked why India was not getting much US investment into the infrastructure sector, despite it being a focus area, Mukherjee said: "We require more. It is incorrect to say that we are not getting. But we require more.


"Nearly one trillion dollar is the level of investment which would be required. 25 to 30 per cent of which ... still there is a gap. So this can be filled in by US companies, particularly in the long term infrastructure, for long term investment in road, shipping, communication, transport," he added.


Asked whether the US counterparts in his meetings sought more opening up on issues like taxation and liberalisation, he said, "Certain issues that are pending, naturally they emphasized on it. For instance the opening up of the insurance sector, 26 per cent to 49 per cent, where the pending legislation is there."



"Similarly to have the replicable model in respect of what we have done in the mega power project to replicate it in the sectors of road and others. There is also the land acquisition act, which is pending and rehabilitation of the displaced persons, these legislations are pending. So they expect that we shall have to expedite these legislative actions," Mukherjee said.


"I am happy that the way things are moving and the chief executive officers representing important corporate sector, they also expressed their happiness that they are having exchange of views with the Indian Government," he added.


The country has become the largest recipient of the World Bank loans with over USD 9 billion worth assistance this fiscal ending June 2010, up fourfold over the previous fiscal. The Washington-based multilateral lender had extended only USD 2.2 billion loan to the country for the year ended June 2009.


India''s share among the various recipients of the Bank is 15 per cent in terms of loans, followed by Mexico with 11 per cent and South Africa with 7 per cent as of June 20, 2010. As of June 20, the Bank has lent USD 9.26 billion to India and is expected to provide another USD 0.04 billion in the remaining period of June.


The Bank follows a fiscal year from July to June. The Bank''s total lending to India will touch USD 9.3 billion by the end of June and a similar amount is expected in the next financial year beginning July 2010.


"We are working on a number of projects, which if you add them up, would roughly amount to the same amount of lending (in the next fiscal)," World Bank country director for India Roberto Zagha said after announcing the 2009-10 numbers in the Capital today. The support would be for transformative projects, including the Kosi flood recovery project and cleaning up the Ganges.


Besides, the Bank also expects huge funding opportunity in the infrastructure sector, including the proposed dedicated freight corridor project. During this fiscal, the Bank has given aid of about USD 3 billion to the infrastructure sector, he added.


The total expected lending this year includes USD 2.6 billion as interest-free credits from the International Development Association and USD 6.7 billion in the form of long-term, low interest loans from the International Bank of Reconstruction and Development, he further said.


As part of the overall lending, the Bank also has earmarked USD 3 billion to support the country''s domestic response to the global financial crisis.

This included a USD 2-billion package for government of India to provide capital to some of the public sector banks so that they could maintain their credit expansion and prevent a shortfall of capital from affecting the economy in the wake of the global economic crisis, he said. Last September, the Bank had also enhanced the lending amount for two major infrastructure projects by providing an additional USD 400 million to PowerGrid and USD 600 million to the Indian Infrastructure Finance Corporation to help them maintain their planned investments during the global financial meltdown.


The World Bank on Wednesday urged the Group of 20 major economies to agree on steps to safeguard the global recovery warning that setbacks will further strain resources in poorer countries.

In a document prepared for the G20 leaders' summit in Toronto this weekend, the World Bank said policies that promote growth would boost economic activity in the world's poorer countries that rely on revenues from commodity exports, worker remittances, foreign direct investment and aid.

The poverty-fighting institution said rich donors are $18 billion short of their aid promises made at a Group of Eight (G8) summit in Gleneagles, Scotland, in 2005, citing figures by the Paris-based Organisation for Economic Cooperation and Development (OECD).

The United States, Britain, Canada, Japan, Italy, France, Germany and Russia that make up the G8 meet in Muskoka, Ontario, north of Toronto, on Friday before the G20 meeting.

The Gleneagles meeting promised to provide an extra $25 billion a year for Africa as part of an overall $50 billion increase in financial assistance by 2010. The OECD said the G8 had provided $11 billion of the $25 billion pledged to Africa.

The World Bank urged the G8 to meet their aid pledges to the poorest countries, especially in Africa.

The Bank's report estimated that a half percentage point decline in growth in poor countries -- due to higher capital costs and lower investment from the global financial crisis -- could push another 80 million people into poverty over the next 10 years.

"Despite relatively robust prospects in developing countries, weak demand in advanced economies, combined with more modest capital inflows and limited (official development assistance), may place a large number of developing countries under serious financial strain," the World Bank paper said.

It noted that the debt crisis in Europe, which began with Greece, had so far not affected developing countries' access to capital markets. But it warned that developing countries could face added fiscal strains due to slower growth in advanced economies, modest capital inflows and reduced aid.

Developing countries also risk being crowded out of capital markets by increased borrowing of rich countries that amounted to more than $2.5 trillion in 2009 -- more than seven times the net capital flows to developing countries, the bank warned.

The G20 meeting comes as the World Bank intensifies talks with donor nations to replenish the institution's fund for poor countries, the International Development Association (IDA).

"It is critical that the G20 throws its full support behind the upcoming IDA16 replenishment, which provides essential resources to support the development agenda in the 79 poorest countries in the world," the report said.

It urged donors to meet their aid commitments "to provide adequate international assistance and investment and trade opportunities" to ensure that progress to reduce poverty in poor countries is not lost.

India asks US to remove ISRO, DRDO from banned list

India has 'very firmly' asked the US to ease export controls and remove top Indian agencies like the Department of Atomic Energy (DAE) and the Indian Space Research Organisation (ISRO) from the banned list.

'We have taken up export controls very firmly' Commerce and Industry Minister, Anand Sharma. told reporters Wednesday at the end of a three day visit asserting there was no justification for such controls 'after elevating our relationship to a strategic partnership' and the signing of the India-US civil nuclear deal.

Noting that DAE, ISRO and other institutions involved in high end research were actively involved in partnership or in coordination with US agencies, he said: 'India cannot be bracketed with other countries.'

'Our entities, particularly the government research organisations like ISRO and the DRDO (Defence Research and Development Organisation), must not remain on the list,' Sharma said.

The US side had been 'very receptive and reassuring', he said hoping that the issue would be sorted out soon.

Sharma said that in his separate meeting with US Trade Representative Ron Kirk, he had also raised labour related non-tariff barriers, other market access issues and removal of India from the Special 301 watch list of countries engaged in practices impeding US exports.

He also raised issues relating to the Totalisation Agreement for avoiding double taxation of income with respect to social security taxes, H-1B visas for Indian skilled labour and Generalised System of Preferences.

'We are all working on various deliverables' for the forthcoming visit of US President Barack Obama to India, Sharma said.

To this end, he would be back in Washington in September for a meeting of the Trade Policy Forum for facilitating trade and investment flows between the two countries. He had also invited Kirk and US Commerce Secretary Gary Locke to Delhi to look at possible deliverables.

Asked about Kirk's call's to India to address 'longstanding impediments' like investment caps, agricultural market access barriers, high tariffs and intellectual property rights, Sharma said he had conveyed that India was fully TRIPS compliant.

The Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPS) is an international agreement administered by the World Trade Organization (WTO) that sets down minimum standards for many forms of intellectual property (IP) regulation.

'We are also party to multilateral agreements within WTO and GATTS (General Agreement on Tariffs And Trade),' he said. But tariffs was 'a two way process. There are certain tariff and non-tariff barriers, which we feel are important to be raised' and he had done so.

Stressing that India is committed to a strong and equitable IPR regime and has put in place legislation and enforcement mechanisms to this effect, Sharma said that the issue of balance cannot be wished away.

'Be it technology or life saving drugs, there has to be balance and sharing so that the resource poor countries are not denied access to these.'

On US industry demands for raising investment caps and opening retail trade and defence, he said India has a liberal and transparent Foreign Direct Investment (FDI) regime in place.

But in a few sectors like banking and insurance, defence and retail trade, India favoured calibrated liberalisation on account of domestic sensitivities.

On Doha round of world trade talks, Sharma said: 'India is committed to put in place a rule based multilateral trade regime, which is fair, balanced and ensures better market access and corrects the historical imbalances.'

Such a regime would 'help in creating an environment where global commerce enhances. And that in itself is the only way to an effective way to global economic recovery,' he said.

Yuan has potential to become alternative to dlr: ADB report

The Chinese yuan has the potential to be an alternative to the US dollar and help create a multi-currency global reserve system, says an Asian Development Bank report. A joint report by the ADB and the Columbia University''s Earth Institute released today says the global crisis is likely to accelerate the yuan/renminbi policy liberalisation.

"The internationalisation of the renminbi has the potential to become an alternative to the US dollar-as did the euro-and help nudge the global reserve system toward a multi-currency reserve structure," the report notes. The yuan is in focus internationally, following last week''s announcement by the Chinese central bank that it will move towards a more flexible currency.

The decision came in the face of increasing international pressure, especially from the US, to reform the yuan. Since then, the focus has been on the yuan, which has climbed higher in the spot market.

The ADB-financed study by 17 monetary experts, including the Noble laureate Joseph Stiglitz, asserts that a globalised yuan may play very important global and regional roles, provided that China successfully improves its monetary policy mechanisms. As per the report, simulations show that once the yuan becomes more convertible, it can gradually grow to become an international currency -- "sharing from about 3-12 per cent of international reserves by 2035".

In the wake of the global financial meltdown, and dramatic rise of other currencies against the US dollar, questions have been raised about the sustainability of the US unit as a global reserve currency, with some experts even calling for the replacement of the greenback. Interestingly, a recent study by the Reserve Bank of India mooted the idea of floating the rupee as a global currency.

According to the ADB report, re-balancing in the global economy can result in a need for a wider range of currencies to settle trade and investment in the future. "With Asia''s growing economic clout, the region should increase economic integration and policy coordination to smooth the transition to a multi-currency reserve system," the ADB study emphasises.

Stiglitz points out in the report that the dollar-based reserve system has been fraying for years. "A new global reserve system is absolutely essential if we are to restore the global economy to sustained prosperity and stability.

But achieving this is not easy," he added.



Reliance Industries will invest $1.36 billion in shale assets of Pioneer Natural Resources, as the Indian energy major looks to build its presence in the US shale gas sector. ( Watch )

Under the agreement, Pioneer will sell 45 percent stake in its Eagle Ford shale acreage in south Texas to Reliance for $1.15 billion, the US firm said a statement.

Reliance has also entered into an agreement with Pioneers existing partner in the Eagle Ford Shale play for about $210 million. The deal is the second of its kind this year for Reliance, a petrochemicals-to-refining giant with a market value of $75 billion.

In April, Reliance agreed to pay $1.7 billion to Atlas Energy to form a joint venture and own a 40 percent stake in Atlas' Marcellus Shale operations in the eastern United States.

Companies from around the globe are increasingly investing in US shale plays -- underground rock formations that hold reserves of oil and natural gas.

Shale gas accounts for between 15 percent and 20 percent of US gas production but is expected to quadruple in coming years, touching off a scramble among producers large and small for access to resources.

In April, RIL had acquired a 40% stake in Atlas Energy's Marcellus share acreage in the US, gaining access to approximately 343,000 acres of undeveloped land with estimated gross resources of over 13 trillion cubic feet of gas.

Shale gas is extracted from a common rock formation found in most parts of the world by pumping water and sand. Till recently, it was not considered economically viable to extra gas from shale formations but the emergence of new drilling technologies has changed the game.

The sudden increase in the production of shale gas in the US has changed the dynamics of the US gas industry. Gas prices have dropped with companies such as ExxonMobil and Royal/Dutch Shell joining in the rush.

According to the website of Pioneer, the Eagle Ford gas field has around 310,000 gross acres of prospective gas.

Victims of Bhopal disaster asking for Warren Anderson's extradition from USA

Warren M. Anderson (born 1921) is a former chairman and chief executive officer of Union Carbide. He held these posts during the Bhopal Disaster, in which more than 20,000 people died and hundreds of thousands were affected, that took place in a plant belonging to a publicly traded[1] Indian subsidiary, Union Carbide India Limited, in the city of Bhopal, Madhya Pradesh, India. After being arrested immediately after the disaster, he was released on bail by Indian courts.[2]

Anderson was born in 1921 in the Bay Ridge section of Brooklyn, New York, to Swedish immigrants. He was named after the President of the United States Warren Harding. He later attended the naval pre-flight school in Chapel Hill, North Carolina. He is married to Lillian Anderson.[3] They live in Bridgehampton, Long Island, New York and also own houses in Vero Beach, Florida and Greenwich, Connecticut.[3] He is believed to be deaf and senile by activists who have confronted him over the Bhopal disaster.[4]

Greenpeace asserts that as the Union Carbide CEO, Anderson knew about a 1982 safety audit of the Bhopal plant, which identified 30 major hazards and that they were not fixed in Bhopal but were fixed at the company's identical plant in the US.[5] Union Carbide asserts that the Bhopal plant addressed all of the identified issues well before the December 1984 gas leak and that none of them had anything to do with the disaster.[6] Greenpeace claims that neglecting these hazards in Bhopal caused the explosion.[7]

As the Union Carbide CEO until his retirement in 1986, he was charged with manslaughter in the Bhopal disaster case. Anderson, having gone to India after the disaster, was arrested and released on bail by the Madhya Pradesh Police in Bhopal on December 7, 1984. He fled back to the US and refused to return to India. He was declared a fugitive from justice by the Chief Judicial Magistrate of Bhopal on February 1, 1992, for failing to appear at the court hearings in a culpable homicide case in which he was named the chief defendant.[8] The chief judicial magistrate of Bhopal, Prakash Mohan Tiwari, issued an arrest warrant for Anderson on July 31, 2009.[9] The United States has declined to extradite him, citing a lack of evidence.[10]

In the wake of the 7th June verdict, the safe passage granted to Warren Anderson has created a political storm in India. Fingers are being raised at the political leadership, specially at the Congress party stalwarts of the time, Prime Minister Rajiv Gandhi and the then Chief Minister of Madhya Pradesh Arjun Singh. They are being accused of succumbing to the American pressure. [11]


Others, such as the former police chief Swaraj Puri, who was injured in the Bhopal disaster, assert that Mr. Anderson must have known about the danger of the plant because an employee had died there a year before the disaster.[12] In August 2009, a spokesman for Union Carbide said "Union Carbide had no role in operating the plant at the time because India's government required the factory to be owned, managed and operated by employees of Union Carbide India Limited."[13] Eight former senior employees of this subsidiary were found guilty on June 7, 2010. Anderson was not among them,but was previously itself was declared a fugitive from justice by the Chief Judicial Magistrate of Bhopal on February 1, 1992, for failing to appear at the court hearings in a culpable homicide case in which he was named the chief defendant.[8] . [14][15] After these convictions, a Union Carbide spokesperson said, "All the appropriate people from UCIL -- officers and those who actually ran the plant on a daily basis -- have appeared to face charges."[15]

India, Pak to work together on counter-terrorism measures

India and Pakistan apparently have reiterated their commitment to work together on counter-terrorism measures, judging from the responses given by the two foreign secretaries - Nirupama Rao and Salman Bashir.

When asked by ANI to respond to a question on whether during the course of Thursday's talks, India has set any goal posts, any standards that Pakistan needs to meet to stop cross-border terrorism, or to crack down on the Lashkar-e-Toiba and other such terrorist groups, or whether the issue is still open-ended, Foreign Secretary Rao said all concerns, including terrorism were discussed.

"Prime Minister (Yousuf Raza) Gilani had assured our Prime Minister (Dr. Manmohan Singh) when they met in Thimpu that Pakistan would not allow its soil to be used for terrorist activities against India," said Rao.

"We believe that this is an important commitment and, what we also believe is that we should jointly work towards our goal of resolving all outstanding issues, and also deal with the threat, dangers and evils of terrorism," she added.

"We must work to deal with the threat and we must deny terrorist elements any opportunity to derail the process of improving relations between our two countries," Rao said.

In his response to the above question, Pakistan Foreign Secretary Salman Bashir said: "The important thing that we have been discussing, is to adopt mutual means in enhancing counter-terrorism operations. So, I believe that when the interior ministers (of the two countries) are here, they will be able to deal with the subject in more detail."

He further added: "I hope that the two countries will be able find effective ways to promote cooperation in the shared interests of the two countries, that is, to not allow terrorists the space to act against each other." by Smita Prakash (ANI)

CEOs Forum to foster Indo-US economic partnership

Top chief executive officers of India and the US are slated to do some brainstorming on Tuesday to come up with a set of proposals, which officials and corporate leaders of both the countries, say, would help in taking the Indo-US business ties to the next level.

The CEOs Forum, which was reconstituted on the eve of the Prime Minister Manmohan Singh's [ Images ] State visit to Washington last year, is having its second meeting - the first this year.

"When this forum was rejuvenated during the visit of our prime minister in November last year and after identifying areas where India and the USA could co-operate and work together closely, both President (Barack) Obama and Prime Minister Manmohan Singh, identified and mandated the CEOs Forum to work," said Finance Minister Pranab Mukherjee [ Images ].

"Tomorrow, we would be having the opportunity of reviewing the identified areas where deficiencies exits and how to improve those deficiencies," Mukherjee told a group of Indian and American CEOs at an interactive session organized by the Confederation of Indian Industry on the eve of the crucial meeting of the Indo-US CEOs Forum.

Mukherjee, who arrived in Washington on Monday, would be leading the official Indian delegation to the CEOs Forum meeting.

Commerce and Industry Minister Anand Sharma, and the Deputy Chairman of the Planning Commission Montek Singh Ahluwalia [ Images ] would also attend the meeting.

Top officials from the Obama administration including the Secretary of State Hillary Clinton [ Images ] are expected to attend the CEOs Forum meeting to be held at the State Department.

"There are some big, bold recommendations, that are going to take courage on both sides," President of the US India Business Council (USIBC) Ron Somers, who has been interacting with the CEOs on both sides, told PTI.

"It is our duty as industry to be making certain that our governments propel the relationship to the next level. It is exciting and we want to be supportive," Somers said ahead of the meeting.

"We are talking major collaboration in the area of health care that I think is going to be the kind of transformational project that captures the imagination of both societies,"

Somers said.

"On the Indian side, we are hopeful that the Monsoon Parliament can open the education sector for foreign investment and lift the FDI cap in insurance," said the USIBC president.

The reconstituted CEOs Forum is co-chaired by the Tata Sons chairman Ratan Tata [ Images ] and chairman of Fortune 500 Honeywell [ Get Quote ] David Cote.

Indian corporate leaders in the CEO Forum include Sunil Bharti Mittal [ Images ], chairman and CEO of Bharti Enterprise; SBI [ Get Quote ] chairman, O P Bhatt; Venu Srinivisan of the TVS [ Get Quote ] Motors; S Gopalarishnan from Infosys [ Get Quote ]; Chanda Kochhar [ Images ] MD & CEO of ICICI Bank [ Get Quote ]; Preetha Reddy MD of Apollo Hospitals [ Get Quote ]; and Reliance's [ Get Quote ] Mukesh Ambani [ Images ].

Among others are Biocon [ Get Quote ] chairperson & MD Kiran Mazumdar Shaw; Analjit Singh of Max India [ Get Quote ]; Deepak Parikh from HDFC [ Get Quote ] and Ashok Ganguly, chairman of the Firtssource Solutions Limited and ABP Private Limited.

The American members of the CEOs Forum include the Citi Groups CEO Vikram Pandit and Indra Nooyi of Pepsico, Louis Chênevert from United Technologies, Mike Splinter of Applied Materials; Andrew Liveris of Dow Chemicals; Jamie Dimon of the J P Morgan Chase; Terry McGraw III of the McGrow Hill; Charles O Holliday Jr of Dupont; and Paul Jacobs of Qualcumm.

Dow spares blushes in US

Washington, June 22: Dow chairman Andrew Liveris stayed away from a high-profile meeting of the Indo-US CEOs Forum here today to avoid a face-off with Indian ministers over previous assurances by New Delhi that the successor entity to Union Carbide was not responsible for the fallout from the Bhopal gas tragedy 25 years ago.

Louise Adhikari, a spokeswoman for Dow Chemical, has been telling curious reporters who were hoping to meet Liveris at the Forum's meeting today that the company's chief had "a prior engagement that he could not move" as the excuse for his absence.

But the first meeting of the revamped Forum was fixed for June as early as seven months ago when Prime Minister Manmohan Singh visited Washington and midwifed with President Barack Obama the rebirth of this key bilateral platform of corporate leaders.

Besides, Liveris had lobbied hard for several months in the run-up to Singh's visit to be nominated to the Forum and at one time hoped to be its chairman.

Several months before Singh's state visit in November, the US department of commerce notified in the Federal Register the intention to reconstitute the Forum and invited applications from CEOs in a transparent exercise. Liveris got the nomination, but lost the chairmanship of the US side to Honeywell's CEO, David Cote.

In defending the absence of Liveris from today's meeting, Dow appeared to be wandering into tricky quicksand. With Adhikari insisting that all is well and that the company's chairman had other commitments, a second spokesperson let the cat out of the bag by iterating Dow's stated position.

In an email to The Wall Street Journal, spokesman Scot Wheeler said Dow is not responsible for "any liability relating to Bhopal". The onus for cleaning up the site of the former Union Carbide plant solely "rests in the hands of the Indian central and state governments", he said.

If the head of Dow had gone for today's meeting holding fast to this position, it would have vitiated the atmosphere not only among other CEOs but also among members of the Indian and US cabinet at the engagements.

Finance minister Pranab Mukherjee, commerce minister Anand Sharma and deputy chairman of the Planning Commission Montek Singh Ahluwalia are here for the meeting.

Mukherjee had categorically said in Gandhinagar on Thursday that he would not meet Liveris in Washington this week.

State department officials would neither confirm nor deny that they had nudged the Dow chairman into giving a pass to the CEOs Forum in the light of Mukherjee's statement, of which a video clip was transmitted here by the US consulate in Mumbai.

In an exceptionally warm gesture of welcome on his first visit to the US as finance minister, the secretary of state, Hillary Clinton, threw open the state department for Mukherjee and agreed to host the meeting of the CEOs Forum in one its historic halls reserved for signing treaties and bilateral exchanges at the level of foreign ministers.

Although the Forum has been functioning for five years, this is the only time that its meeting has been held on a US government property. The convention here is that since such meetings belong to the private sector, state facilities will not be used at American taxpayer's expense to host events of this nature. Before the meeting, Clinton held a 30-minute meeting with Mukherjee in the state department although he is not her Indian counterpart any more. The meeting was attended by the deputy secretary of state James Steinberg.

Later, she and the Indian ministers attended a lunch hosted by Steinberg for the CEOs.

Canadian PM to apologise to Air India Kanishka victims

Twenty five years after 329 people, mostly Indo-Canadians, died when Air India flight 182 from Montreal to Delhi was blown off mid-air near the Irish coast June 23, 1985, Canadian Prime Minister Stephen Harper will apologize to the families of the Air India Kanishka victims here Wednesday.

Harper will make the apology when he joins the families to pay respects at the memorial service for the victims at the Air India memorial at Humber Bay Park here. The apology comes just days after an inquiry blamed the Canadian government for the tragedy and sought an ex-gratia for the families.

Headed by former Canadian chief justice John Major, the inquiry slammed the successive Canadian governments that they never 'ever made any apology to the families of the victims.''

Harper will make amends for then Canadian prime minister Brian Mulroney who has been criticised for not treating the bombing as a Canadian tragedy when he sent condolences to the then Indian prime minister Rajiv Gandhi.

Treasury Board Minister Stockwell Day said the prime minister will make 'a very significant announcement' to add a 'new dimension' to the memorial, according to reports.

The Canadian prime minister had met the victim families after the report last week to promise them an apology and compensation.

Officials of the Royal Canadian Mounted Police (RCMP) and the Canadian Security Intelligence Service (CSIS) whose infighting led the plot to succeed and the guilty to go scot-free, will also attend the memorial service.

According to Bal Gupta who lost his wife in the bombing and was instrumental in the formation of the Air India Victims' Families Association after the tragedy, 'A memorial meeting will be held at the Ontario provincial assembly here in the morning. A memorial service will also be held at the Air India Memorial in Stanley Park in Vancouver.

Indian Prime Minister Manmohan Singh may also visit the Air India memorial here during his visit for the G-20 summit later this week, though there is no confirmation of it yet.

The bomb in Air India's Kanishka was planted by Sikh terrorists here to avenge the Indian Army action at the Golden Temple against heavily armed militants who had taken sanctuary there demanding a separate Sikh state of Khalistan.

From its marginal and obscure origins in Nagpur in 1925, Hindutva has become fairly "attractive" to large sections of the Hindu population (and its attendant "minority" éleves). Whether in New Delhi or New York, the global Hindu bourgeoisie has in the past two decades accepted Hindutva ideology as an acceptable part of its world-view. That is, whether one is actually a follower of Hindutva or not, one tends to acknowledge its presence in terms of its electoral strength in India (via the Bharatiya Janata Party and Shiv Sena) and the "relevance" of its overall politico-cultural arguments.

There appears to be a fairly universal agreement that the outfits of Hindutva are manned by two sorts of people: the moderate (exemplified by Vajpayee despite his own tight links with the RSS hot-heads) and the fanatic (exemplified by B. L. Sharma 'Prem' and the foot soldiers who destroyed Mir Baqi's mosque at Ayodhya). While the Hindutva fellow-travellers find themselves ill at ease with the rabidity of 'Prem,' they have no compunction about Vajpayee and hence, the project of Hindutva.

The importance of the distinction is this: not only has the Hindutva project been able to gain electoral support in specific regions in India, but in the United States it has grown silently and steadily to become a significant determinant in the lives and fashions of the Hindu community. The support for the Hindutva ensemble in the US comes for very different reasons than in India and these distinctions bear investigation.


Asians and American Racism

In 1996, Anu Goyal released a CD entitled Pehle Paisa, Phir Bhagwan (First Money, Then God). The title functions adequately as the slogan of the Non-Resident Indian (NRI). The 30-year career of the Non-Resident Indian in the United States has been notable for its silent pursuit of money alongside an apparently 'apolitical' and cultural social life. Three components of American ideology provide, in broad strokes, those ways of being for the NRI which are authorised by American society—the Asian as Scientist, the Asian as Citizen and the Asian as Cultured.

Scientist Asian. In 1957, the Soviets launched two Sputnik rockets and four years later, Yuri Gagarin orbited the earth: the managers of the American state panicked, and their principal worry was that their youth cared little for science which was, after all, the basis for world domination. They, therefore, reconsidered the ban on immigration from Asia (whose socialist nations were spending much from the public exchequer to train their young to be competent scientists).

In 1965, Washington DC opened the doors to Asian migrants who came with advanced degrees in the technical sciences. The American state and society welcomed the migrants on strict terms: we want your labour, but we don't want your lives. In other words, the migrants came to work, not to offer alternative cultures and dreams to American society. When they tried to decorate their new lives with cultural artefacts, they were chastised for failing to culturally assimilate (and blindly conform to the Protestant values of the American state).

Citizen Asian. In 1965, Black America sent a strong message to its oppressors: the rebellion launched in Watts, California reminded America that its responses to the civil rights movement was tardy. The racist inertia propelled a political insurrection which was institutionalised in the various Black leftist groups such as the Black Panthers. One of the American state's responses, among others, was to decide on a policy of substituting the Black working-class with migrants from the Third World.

In 1965, two mainstream magazines underscored the ideological position of American racism with articles describing Asians as a hardworking and loyal population (who did not require state support), in contrast to the Blacks, described as a lazy and rebellious population. The articles failed to mention that the Asians were state-selected: their indicators looked good because only educated migrants were welcomed. Regardless, an enduring myth was created which continues to have currency in contemporary America: that the Asians are a "model minority". Before long, Asians themselves were retailing this myth.

Cultural Asian. Even a "model minority" (scientist/citizen) requires some components of a personality, and these the Asians found in their cultures (elements of which had already been substantially valorised by the discipline of Orientalism). And so the NRIs present themselves as a cultural commodity even though they themselves came to the US without extensive training in the arts of their own culture (that is, during their narrow-minded and extensive education in the post-colonial educational system of India, they never gained the nuanced idea of their cultural history).

The NRI, therefore, turns to those purveyors of 'culture' such as Orientalist textbooks and its authors as well as the organisers of the Hindu Right. The American establishment, for its part, accepts the cultural traits of the NRI, particularly since these are deemed to be the reasons for the NRI's 'superiority' over Blacks. This is how American racism helps in valorising the forces of Hindutva by both the Hindu bourgeoisie and by an American society which is superficially impressed by the antiquity of the Subcontinent (and its philosophical heritage—notably the monotheism of the Upanishads and of Buddhism).

These three components provide the narrow space for the NRI to negotiate a life and livelihood. Between them, the Hindutva ensemble utilises the everyday contradictions of American life to draw support from amongst the NRIs.


Tactics and Strategies

Initially, the migrants lived disorganised lives with their main locus of social interaction being the long-distance call and their local regional organisations (such as the Tamil Sangam, the Gujarat Samaj, etc). Early liberal-bourgeois organisers deployed the national label (Indo-American) to gather the disparate people together to lobby for the spoils America (such as the 1977 inclusion of South Asians into a category which allowed them to benefit from the State's largesse) and for the aggrandisement of the leaders themselves (as a result of the community's demonstration of its demographic- financial power to the mandarins of the electoral system). These urges are also present in Yankee Hindutva.

Yankee Hindutva operates through multiple organisational forms, including Gita-reading groups, mahila sabhas, temple-based functions and pujas, informal baby-sitting groups, cultural events of various kinds and summer camps. Its success, however, is the result of two principal organisations, the Vishwa Hindu Parishad of America (VHPA) and the Hindu Students Council (HSC). A study of these two groups allows us to understand the strategic machinations of the global Hindu Right whose designs pose an enormous danger to the idea of a secular society in South Asia.

The VHPA, founded in 1970, registered its first office in New York State in 1974 as a "cultural organisation" with the aim of adding "cultural enrichment and cultural awareness to American society, based on time-tested Eternal Hindu values". A former VHPA President, Mahesh Mehta, writing in a VHPA brochure correctly locates the initial growth of the organisation within the dynamic of Indian immigration to North America:

"The first generation of Indians who settled in the USA in the 1960s were mainly students...or immigrants who received visas based on their professional status....Thus, the earlier [sic] Hindu community in the USA consisted primarily of highly educated people, mostly young....By the late 1970s the composition started changing due to the arrival of dependent immigrants who started small businesses. Although this group had disadvantages of language and lack of higher education, they have generally been hard-working...."

The NRI wave from the 1960s is made up of professionals, products of elite educational institutions, relatively adept at interfacing with the dominant American society. The petty-bourgeois component (small businessmen, traders) that arrived in the late 1970s was different: not only did this class suffer the inequity of a hard passage into Anglo-Saxon America, but the nature of its profession meant that it remained distant from its professional brethren. While the professional community is dispersed in universities and corporations all over the US, the small businessmen often adjoin each other in metropolitan areas or in the immediate suburbs.

The physical and cultural ghettoisation of the petty-bourgeoisie supported the VHPA's early growth. However, this group experienced an early road-block: isolated and immobile as well as culturally disadvantaged, the committed petty-bourgeoisie could not reach out to the broader community. In the 1970s, the VHPA grew slowly and opened only two certified offices, in Connecticut and Illinois. Between 1980 and 1990, however, it established ten new offices, and the real growth came in the late 1980s, when the movement devised a new strategy.


Hindu Homepage

The Hindu Students Council, as the VHPA's student wing, and its members' facility with the electronic networks emerged as a unique solution to the problem of growth and expansion. This forms the sensational aspect of Hindutva's North American story. The first HSC was formed in 1987 at North-Eastern University (Boston) and by 1995, HSCs accounted for 45 chapters across the US and Canada. To gather a dispersed population, the VHPA relied upon the university network built by the HSC and by the use of the internet. The turn to the university meant that the leadership of Yankee Hindutva incorporated the professional bourgeois elements alongside the petty-bourgeois veterans.

The typical HSC is organised and run by an immigrant graduate male student who has some Sangh Parivar connections. However, in what is a growing trend, many new HSCs are now being organised and run by second generation Indian-Americans, either male or female, who have immediate family connections in VHPA. Each HSC is organised along strictly hierarchical lines with a President and General Secretary at the local level who report directly to a regional coordinator who, in turn, reports to the National Council of Chapters at HSC HQ in Needham, Massachussets. The insistence on hierarchy reveals much, or, as a disillusioned second generation Indian-American who once held local leadership at Ann Arbor, Michigan said: "The top leadership of HSC has long ceased being students....But they run the show and work in close cooperation with their 'superiors' in VHPA."

The VHPA, therefore, functions as the primary organisation which is run by an older generation of petty-bourgeois and professional Indian men who control all the resources and give ideological direction to the complex; the HSC, with some ideologically committed members at the helm, works towards the presentation and further propagation of the complex. The professional bourgeoisie are both mobile and widely dispersed and its ranks offer two types of VHPA workers: the immigrant students and the second generation Indian-Americans. Both have different reasons for their activity which falls within the broad ideological objectives of the Hindutva movement.

Why does this dual organisational form work so well (as is indicated by the exponential growth of the HSC)? This requires exploring the HSC's ideological formations as well as the internal dynamics of the NRI community. In the 1990s, the VHPA has adopted a low-profile existence: it offers leadership, but rarely takes the limelight. Instead, the VHPA innovatively utilised HSCs at university campuses and the electronic nets as a communicative strategy to further its programme. The logic of these two tactics bear extended explication.

The NRIs are caught in a contradiction. At one level they yearn to be well-integrated into American society, for it is, after all, the American Dream of a two car garage and house (a dream monopolised by White Americans) that brought them to this land. At another level, they seek to retain their identity, a need that is heightened by the contradictions of integration. The NRI's relation to nationalism and identity is not just a product of the nationalist construction of India by Hindutva ideologues, but also continuously mediated by the NRI's link to the American Dream.

From within such a configuration of social desire, the NRIs are forced to accommodate their nationalism and identity in such a fashion that it always remain contained within the sphere of Anglo-Saxon cultural hegemony. In the context of this contradiction, the electronic networks become an important medium. The internet and its web sites, newsgroups, mailing lists and discussion groups provide a 'safe' space for expressions of nationalism and identity that have no place in corporate America.

While the nets are often heralded as 'free' spaces, they are also spaces of isolation. An India-related newsgroup rarely attracts a non-Indian (or non-South Asian); a Hinduism-related site attracts only those interested in Hinduism or for that matter a Gujarati Samaj mailing list only occasionally contains non-Gujaratis. Thus, these isolated sites become spawning grounds for the technocrats who need to re-invent their identity each night after having sold their souls to corporate America during the day.

In the days immediately before and after the destruction of the Babri Masjid, the nets were abuzz with discussions on Vivekananda. A few committed ideologues flooded the nets day after day with selective serialisations of Vivekananda and many who were, at least then, not necessarily part of the Hindutva project in any direct sense participated with gusto. The slow process of interpellation draws the participant into a dynamic whereby the messages and idioms begin "talking to you" (to the person on the net for a weekly identity fix). At your computer, you are an Indian, escaping the homogeneity of corporate America and talking through Vivekananda to other faceless people who seem to encounter a similar problem.

The discussions around Vivekananda, incidentally, inaugurated the VHPA/HSC's most sustained road-show so far in North America—the post-Babri Masjid celebration, the "GV2000" conference in Washington DC, followed by the centenary celebrations of Vivekananda's 1893 Chicago address.


Combat the racist conditions of American society. It theorises the NRI's travails in terms of its effects (cultural crises, the glass ceiling at work) and not in terms of its causes (racism, an extended crisis of monopoly capitalism). This is an old strategy of the Hindu Right, which sent its missionaries to the Caribbean, Africa and Fiji at the start of this century to enjoin the rebellious indentured workers to turn to culture (religion) rather than political solidarity to solve their concrete dilemmas. Yankee Hindutva's difference is merely in its use of the electronic media, not in its philosophy.

A significant component of the HSC members come from the second generation Indian-American population whose own crisis of identity forces the Council to adopt an alternative ideological frame. Second-generation Indian-Americans are trying to come to terms with their hyphenated identity, and the discovery of roots forms the basis for the entry of the HSC into the youths' lives.

Reaganite racism rejected the idea of a diverse civilisation and enforced a mono-chromatic vision of America (with Europe as its centre). In response, American liberalism offered the philosophy of multi-culturalism which proposed that each group's culture must be accorded equal respect.

The HSC draws from multi-culturalism to champion Hindutva ideology as the neglected culture of the Hindu-Americans. Simultaneously, the HSC subtly dissociates itself from the sectarianism of its parent organisations in order to emerge in the liberal academy as benign and beloved. The HSC and Hindutva flourish in American liberal universities, which offer such sectarian outfits the liberty to promote what the liberals consider the verities of a neglected civilisation.

One component of the neglected culture is the idea that women are the embodiment of tradition: the Hindutva ensemble deploys such unreconstructed sexist ideas with the 'allowance' that women should have a career. These unbalanced and uneven notions led the HSC to inaugurate a project on the Status of Hindu Women whose first outcome (a conference at MIT in 1996) ended in confusion and rhetorical declarations ("The Hindu system suggests not only equal rights for women but gives more respect and reverence").

Eager to be 'relevant', the HSC/VHPA uses the question of women's liberation to obscure its own conservative agenda towards women. In the US, Yankee Hindutva understands 'women' as a resource by which the community might increase its earning capacity and its power: this is the motivation, rather than any feminist ideal, for the difference in the agendas of Yankee and Desi Hindutva. When the HSC was challenged in a debate on the Internet to dissociate itself from the statements by Swami Muktananda Saraswati and Mridula Sharma (the Hindu Right is "opposed to women's liberation...we tell women to be more adjusting"), there was no response.


Money Talks

Besides the electronic networks and university campuses, Yankee Hindutva draws upon traditional organising sites such as temples, conferences and regional economic and cultural institutions. The busloads of young Indian-Americans arriving at the GV2000 conference for a dose of the spiritual offers evidence for traditional mass mobilisation; the T-shirts distributed by ISKCON ("Be Udderly Cool", "Save a Cow") and the blue baseball caps with VHPA embossed in white, offer evidence of the traditional forms of propaganda.

Yankee Hindutva is not an anachronistic project which will be worn out by the sands of time; if that were so, its growth should not cause fear. The ensemble is strongly linked with the movement in India and its strategies reveal the virtuoso techniques by which it draws the youth (by acknowledging their crises, even if its own offer of a solution is far from adequate). The Vishwa Hindu Parishad's Memorandum of Association clearly demonstrates the global strategies of what is a dynamic, global project:

(a) The Trustees may open or may help to establish Associations in countries outside Bharat having similar aims and objects or affiliate such associations with the Parishad. (b) The Board of Trustees shall have the power to collect funds and donations from Hindus residing outside Bharat or from the Associations established or affiliated as mentioned in sub-rule (a) of this rule to hold such funds and spend them for the objects of the Parishad. For this purpose the Trustees may appoint any bank or person to act as their authorised agent.

The Hindutva project is engineered by the bourgeois-technocrat, who forms part of the new trans-national elite in our recent phase of global capitalism. This elite is able to conduct its political work in two nations. The Hindujas, for example, both welcome the BJP as a positive force in Indian politics and simultaneously donate millions of dollars to Columbia University to start a Vedic Studies program. A management consultant in Maryland posts two letters addressed to him on the internet to demonstrate his sympathies for the Hindutva project: one from Ashok Singhal on Goverment of India letterhead (Singhal was Home Minister for 14 days this year) and the other from Jay Dubashi, the BJP's economic wizard.

How does this 'obscure' consultant get such access to power? As a member of the trans-national elite, he is perhaps not altogether 'obscure', for his American location makes him powerful in India. The financial clout of the Hindutva forces in the US can be understood if one looks at the growth in its income figures over the last five years. Between 1990-92 the average income of the VHPA was $385,462. By 1993, its income had gone up to $1,057,147.

Over the years, the VHPA has discreetly transferred money into India. It is common knowledge that during the wave of Shilapujan ceremonies across the globe, millions of dollars in cash and kind reached India. It is also common knowledge that VHP and BJP functionaries carry back huge sums of money in cash or kind after each visit to the US. We do not know the sums involved.

One aspect of the financial relations of the VHPA to the Subcontinent can be documented: the VHPA runs two programmes, the Vanvasi Seva and Support a Child, which transfer money to non-governmental front organisations in South Asia. Compared to the volume of industrial investment flowing into India, the figures of half a million under the Seva programme appear to be insignificant. However, that half million enters the country in a sector which draws money from neither the Indian State nor multi-national capital. This sector is made up of organisations which battle for the spoils of the liberal elements in the advanced industrial countries as well as the domestic bourgeoisie.

The Hindutva groups are immediately among the elite of these groups given their pipeline of funds and these groups are, therefore, able to exert their influence among subaltern populations. In addition to the financial significance of the American groups, the NRIs offer their Indian allies legitimacy. Imperial domination began a tradition in India of valorising anything 'foreign'; the BJP frequently refers to its American allies in order to reaffirm its legitimacy as the party that appeals to even those who live overseas.

Hindu Wave In the post-Ayodhya period, Indian-American groups in North America fought a defensive battle to reconstitute secularism on a firm footing: groups from New York to California held discussions, hosted speakers from India and exhibitions from the activist group SAHMAT, and organised the tour of the play Tumhari Amrita (with Shabana Azmi and Farooq Shaikh). In a flurry of activity, the various secular and democratic groups overturned the notification of VHPA as a "cultural organisation" for charity purposes by the telephone company AT& T, and travelled to Washington DC for a successful protest against the intolerance represented by GV2000.

The secular groups conducted these actions with inadequate resources, for which an endless supply of energy substituted. They challenged the Hindutva Wave and drove many Indian-Americans towards a reconsideration of their previously unreconstructed allegiance to the ensemble of the Hindu Right. At the time of the Latur earthquake, it was the Left among Indian-Americans who raised money, and during the entire Narmada Bachao Andolan struggle, it was again the Left which offered its support to the activists on the ground. Such actions bespeak a noble struggle to preserve the best of the Subcontinent.

However, the secular groups are confined to major cities and university towns. They are run by deracinated elements of the diaspora (graduate students and faculty) or by unrepresentative members of the petty-bourgeoisie (who carry memories of work with the Left parties in India). If the isolation of the groups is one problem, a second problem is their inability to respond to the genuine crises among the NRIs, which is what enables the Yankee Hindu Right to flourish. The Hindutva Wave can only be overcome if combat is waged against the conditions which sustain it as much as against its own inadequate approach to those conditions.

2. A Brief Outline of the Hindutva Movement

2.1 The Rashtriya Swayamsevak Sangh

The Rashtriya Swayamsevak Sangh (RSS, or the 'Sangh,'-- literally 'National Volunteer Corps'), was started in 1925 for 'propagating Hindu culture.' As an organization, the RSS is elusive and shadowy—it is only open to Hindu males – primarily upper caste; it maintains no membership records; it has resisted being registered with the Government of India as a public/charitable trust; it has no bank accounts and pays no income tax.

2.2 Hindutva: The Ideology of the RSS

The RSS advocates a form of Hindu nationalism, which seeks to establish India as a Hindu Rashtra (Hindu Nation), and rejects the notion of a composite Indian identity brought about by a synthesis of different cultures and faiths. The RSS claims to be inclusive of all those who are racially and culturally Hindu and places outside of the nation all those who adhere to and identify with a different faith or ethos, thus establishing the idea of a Hindu Rashtra as an exclusive one where minorities are, at best, second class citizens. This particular ideology is variously called an ideology of Hindu pride, Hindu patriotism, Hindu fundamentalism, Hindu revivalism, Hindu chauvinism, Hindu fascism or Hindutva, depending on who controls the definition. What is beyond doubt is the exclusionary and discriminatory nature of the ideology. In this report we use the term used most often in the mainstream press – Hindutva – which translates literally to Hinduness or Hinduhood.

2.3 The Hindutva Movement and the Sangh Parivar

While the foundational core of Hindutva is inculcated in the RSS swayamsevaks (volunteers) through training that begins from childhood in its local shakhas (cells), the broad based work of spreading the ideology and its politics is undertaken through a network of organizations. The RSS (or more commonly, the Sangh) has created and propagated organizations in every facet of socio-political life in India—from political parties to children's centers, trade unions and militias. These groups are together known as the Sangh Parivar or the Sangh Family of organizations. In recent years, the Sangh Parivar has also expanded its operations outside India and made significant efforts to reach the 'Hindu' diaspora, especially in the US, the UK and the Caribbean.

2.4 Constituents of the Sangh Parivar

The spread of the Hindutva ideology in India is carried out at the grassroots level through an army of swayamsevaks deployed by the Sangh Parivar. The recruitment and ideological 'orientation' towards Hindutva is done on many levels and fronts: at the grade school level, or earlier, with Hinduised education, including such 'educational' activities as the holding of Ramayan and Mahabharat competitions for school children in tribal areas—largely with the goal of supplanting tribal culture and traditions; with the 'celebration' of Hindu festivals on a grand scale in areas with large non-Hindu populations; and simultaneously, with the distribution of anti-minority pamphlets and literature and the sporadic creation of anti-minority programs such as the grabbing of minority land or buildings or the promotion of riots and murder. For these purposes, the Sangh has set up hundreds of smaller organizations all over the country, all supervised by volunteers from the Sangh and centrally coordinated, even though each claims to be independent of the Sangh.

While the RSS itself cannot currently accept monetary contributions for its activities from abroad, each of the Sangh-affiliated organizations has been designated a 'charity' and the Sangh actively solicits foreign funding for these organizations. In other words, given that the RSS has no corporate form and ensures an ambiguity around its specific location and form, it would be quite correct to argue that this myriad of smaller organizations together is what precisely constitutes the RSS.

The most visible and active organizations of the Sangh Parivar are represented below in a necessarily incomplete organizational chart of the Parivar. Each of these organizations has an equivalent "sister" organization in the US, which is shown in brackets in the chart below. The central organizations of the Sangh Parivar are:

  • its parliamentary wing, the Bharatiya Janata Party (BJP, Indian Peoples Party),
  • its cultural/political mobilization wing, the Vishwa Hindu Parishad (VHP – World Hindu Council),
  • its paramilitary wing, the Bajrang Dal, and
  • its service wing, the Seva Vibhag.

Each of these has a US equivalent –

  • the Hindu Swayamsevak Sangh (HSS) mirrors the RSS with the Friends of India Society (FISI) functioning as its public arm,
  • the Overseas Friends of the BJP runs the affairs of the BJP in the US,
  • the Vishwa Hindu Parishad of America does the same for the VHP, and
  • the IDRF looks after the Seva Vibhag's activities in the US.

Further, Sewa International is the Seva Vibhag's coordination body for all international funds and service programs. In India, the Seva Vibhag operates through hundreds of single purpose organizations spread across the country. A sample of some of the prominent Seva Vibhag organizations are listed in the chart below.

2.6 The Methods of the Sangh: From Violent Riots to Planned Pogroms

Violence is a central strategy in the Sangh's rise to political power. Often the Sangh presents its use of violence as "self-defense" against armed minority gangs—an idea that is supported by a claim that Hinduism is inherently a tolerant and peaceful religion. While large numbers of Hindus living all across India would shun violence just as many others of different faiths do, Hindutva has, from its inception, been very clear on the necessity of violence.

2.6.1 Violent Underpinnings of Hindutva

The use of violence as a political strategy has been clearly outlined by some of the earliest proponents of Hindutva
