A case has been registered under the Scheduled Caste and Tribe (Atrocities Prevention) Act

 

A case has been registered by the police under the Scheduled Caste and Tribe (Atrocities Prevention) Act, 1973, following a complaint that Dalit students were prevented from offering prayers to Lord Ganesha during Ganesha Chaturthi celebrations in a government-run school in Kendrapara district.

 

Around 25 Dalit children studying in the Andara upper primary school under Pattamundai police station limits were allegedly not allowed to break coconuts and offer prayers to Lord Ganesha while upper caste students were allowed to do so during the celebrations on Thursday.

 

"We have registered a case. The incident is being investigated. Legal action will be initiated," Kendrapara Superintendent of Police Nitinjeet Singh said.

 

A separate probe by the Schools and Mass Education Department has also been ordered into the incident, sources said.

 

"The administration has taken a serious view of the incident. Directives have been served on the School and Mass Education Department authorities to conduct an 'unbiased' inquiry into the reported denial of puja rights to Dalit children," Kendrapara Collector Debraj Senapati said.

 

Rabindra Nath Sethi, a rights' activist, sought the immediate arrest of the perpetrators of the crime.

 

District Education Officer Sangram Sahu said, "An inquiry has been ordered into the alleged caste discrimination. On the basis of the inquiry findings, due action will be taken against those found guilty."

The Dalit deputy superintendent of police probing the sensational killing of Dalit youth Gokulraj in June, allegedly over talking to a higher-caste girl, was found dead on Friday, reportedly of a suicide. With the parents demanding a CBI probe, amid claims by colleagues that DySP R Vishnupriya, 27, was under pressure to implicate innocent people in Gokulraj's death, both the case and the alleged suicide have been handed over to the Tamil Nadu CB-CID for investigation.

 

Posted at Tiruchengode in Namakkal district, Vishnupriya was found hanging at her private room in the DySP office.

 

Yuvaraj of the Dheeran Chinnamalai Peravai, a community outfit, the main accused in Gokulraj's killing, is still absconding. He allegedly abducted and killed Gokulraj for talking to a girl belonging to the Gounder community.

 

Activists have accused police of not going after Yuvaraj despite knowing where he was hiding in Karnataka.

 

Denying that the 'suicide' was linked to the Gokulraj case, IGP (West Zone) K Shankar said, "Vishnupriya's suicide note clearly says that.

 

People arrested under the Goonda Act in this case were all those who had been identified from CCTV footage. She could not take a decision under the Goonda Act as the district collector is the authority concerned. So she was just an authority to implement it."

 

Police had failed to track Yuvaraj as he kept changing his hideout, Shankar added.

 

In the eight-page 'suicide note' recovered from her house, Vishnupriya said police should not be blamed for her death. "I am the investigation officer of (a) sensitive case. Please don't relate my death to that case." She added that she loved her job and considered it equal to god, but she was a misfit in it. "I made a mistake," she said. She also thanked her parents, relatives and police officer K Maheswari, a friend, telling them she loved them and would miss them.

 

"Don't give the police any trouble. Don't go to any political party. Take my body and leave silently. Don't seek compensation," she added. "Nobody has done anything to me, you know they cannot :-)."

 

Vishnupriya hailed from Kondur village in Cuddalore district. Her father is a former police officer. Maheswari said the 27-year-old had called her up at 2.48 pm on Friday, around the suspected time of her death.

 

"Vishnupriya said she was being pressured to implicate innocent people. 'How can I remand an innocent person?' she asked me. Then she immediately cut the call, saying 'My SP is coming on line'. I messaged telling her not to worry," Maheswari told The Sunday Express.

 

Maheswari also said Vishnupriya had told her about receiving a call from Yuvaraj himself about 20 days back. "He told her he was calling from Kannur in Kerala and that he would have surrendered long back had they probed the case 'properly'. Vishnupriya had recorded the call and sent it to her SP via WhatsApp," Maheswari said.

 

Another colleague of Vishnupriya said that she was being urged to name some relatives of Yuvaraj. "She was upset with the way an SP interefered in the case and led the probe in the wrong direction while the main accused remained absconding. Meanwhile, an ADGP warned her that she would face punishment if she didn't complete the probe," the colleague said.

 

On Vishnupriya receiving a call from Yuvaraj and reporting this to the SP, IGP Shankar said, "This is part of the investigation."

 

Her parents want her post-mortem to be conducted in-camera, in the presence of a lawyer and private doctor, to prevent tampering of any evidence.

 

Dalit political party VCK has also demanded a CBI probe into Vishnupriya's death.

The local police have booked three persons, including two government employees deployed at Water Works in Maur Mandi, for raping a dalit woman of Puhla village. The victim, an employee of a private firm, was taken to a room in the Water Works of Maur Mandi where she was kept all night.

 

The accused were identified as Gurdeep Singh of Tungwali village, Tarsem Singh of Maur Kalan and Kuldeep Singh of Rajgarh Kubbe village. While Gurdeep is a bachelor, Tarsem and Kuldeep are married and have one child each. Gurdeep is a former employee of the Wholesale Store while Kuldeep and Tarsem works at the Water Works and are government employees.

"The victim was forced to sit on a mobike after she alighted a bus at Puhla villageon Wednesday evening. She returned to her house after day's work in the store," said investigating officer (IO) Gurmeet Singh. The victim, he added, was forced to sit in the middle while Gurdeep drove the bike and Tarsem sat behind the victim.

 

The IO said the woman—mother of two children of 9 and 12 years—was taken to Maur Mandi, around 35 kilometers from Puhla village. She belongs to a poor dalit family of Puhla village and her husband is a daily wager.

 

The IO, however, refused to respond when asked how the woman escaped other commuters' sight and remain sandwiched between the two men on the motorbike up to Maur Mandi. The third accused, Kuldeep Singh trailed behind the woman on another motorbike.

 

"She vehemently resisted the move of the men but was overpowered by her the accused. She was even forced to consume liquor at a room of the Water Works in Maur Mandi," the IO said. He stated that she was kept in the room overnight and was raped by all the three, one by one. She was given Rs 40 the next morning and was told to leave in a bus.

 

"The woman was threatened with dire consequences if she would ever utter a single word about the rape or share information with her family members or the police," the IO said. After settling down next day, she, however, with the help of another woman, narrated her harrowing tale to the police and a case was registered at the Nathana police station.

 

Medical examination of the victim corroborated her allegations after which the case was registered under Sections 363 (kidnapping), 342 (wrongful confinement), 376 (rape), 506 (criminal intimidation) and 34 (criminal act done by several persons). No arrests were made so far.

MUMBAI: A tribal woman from Boisar in Palghar district was allegedly taunted about her caste, assaulted and molested by five men from her village belonging to the upper caste on Friday


The main accused had taken objection to the 32-year-old woman questioning him on his alleged quarrel with some village children earlier in the day. 


On Thursday, the woman and her husband had gone to her parents home for Ganesh Chaturthi. When they returned home on Friday morning, they heard about the fight between the main accused and children over some petty issue. 


She approached the main accused and advised him against creating unrest in the village and asked him to maintain peace. At around 7.00 pm, the same day, the main accused along with four other men, approached the victim and abused her. They taunted her on caste and assaulted her. They touched her inappropriately and warned her. 


The victim filed a complaint with the Boisar police. The accused men have been arrested for molestation, rioting, unlawful assembly and voluntarily causing hurt. They have also been booked under the Schedule Caste and Scheduled Tribe (Prevention of Atrocities) Act.

The district unit of CPM staged a protest condemning the act of upper caste people who had allegedly stopped  dalits from entering a temple at Sigar village in Holenarasipura taluk in Hassan district.


Speaking on the occasion, the CPM district Secretary Balakrishna Shetty alleged that four dalit women in Sigar village were stopped by upper caste men from entering a temple on September 6. The leftist leaders who protested against the act of the upper caste men were arrested, he added.


He lamented that the dalits were treated as inferior to animals. "The atrocities against the dalits is a continuous affair and it least bothers the civilised society."


Shetty lamented that the dalits and poor in rural areas were the worst sufferers of the oppression. 


The notion of untouchability is extensively practiced and is still alive in many areas in Karnataka, he added.


He said that in Koppal district, the dalits were not allowed to enter restaurants. Dodda Veeresh, who opposed this act of the upper caste people, was brutally killed. It is almost two months following the murder and the police are yet to arrest the accused, Shetty added.


He lamented that the CPM leaders who demanded for CBI inquiry were falsely framed under cases and were charged under criminal offence. He added the democratic and civilised society in the State was paving way to a prejudiced society and cited another example in Chamarajanagar district where the dalits were treated inhumanly. He added that two dalit women in Malavalli village in Chamarajanagar were sexually assaulted and murdered, besides two labourers were also killed in Deshavalli village, he added. Shetty said the violence in State was increasing under the Congress government. 


People who their raise voice against the violence and injustice are suppressed and falsely criminal charges are levelled against them, he alleged.
