Provided India presses for UN sanctions against Srilanka for its alleged war crimes against Tamils, it would be a violent departure from Indian foreign policy. The aftershocks would be rather shocking as others may raise the issues of ethnic cleaning and genocide in North East, Central India and specifically Kashmir. But the government of India has no choice but to deal peace with Tamilnadu politics just for survival. National interest is not at all under consideration. The Chinese influence theory in south Asia is just a face saving logic and has nothing to do with ailing Indian diplomacy and governance!It is going to be a very dearly deal for survival in power against national interest!

কালই ডিএমকে সুপ্রিমো করুণানিধি জানিয়ে দিয়েছেন সমর্থন প্রত্যাহারের কথা। গত কাল রাতেই টি আর বালুর নেতৃত্বে রাষ্ট্রপতির সঙ্গে দেখা করে মন্ত্রিসভা থেকে ইস্তফা এবং সমর্থন প্রত্যাহারের চিঠি দিয়ে এসেছেন। আজ প্রধানমন্ত্রীর সঙ্গে দেখা করে ইস্তফা দিলেন ডিএমকের পাঁচ মন্ত্রী। একই সঙ্গে প্রধানমন্ত্রীর কাছে ইস্তফা দেবেন দলের মোট ১৮ সাংসদ।

মঙ্গলবার রাতে রাষ্ট্রপতি ভবনে প্রণব মুখোপাধ্যায়কে সমর্থন প্রত্যাহারের চিঠি দেন বালু। কংগ্রেসের কোর গ্রুপ মঙ্গলবার গভীর রাত পর্যন্ত বৈঠক করে। সূত্রের খবর, শ্রীলঙ্কা ইস্যুতে সংসদে প্রস্তাব আনার জন্য খসড়া তৈরি করছে কংগ্রেস। কিন্তু তাতে করুণানিধির দাবি মানা হবে কি না, তা জানা যায়নি।

New Delhi:  DMK chief M Karunanidhi who quit the Prime Minister's coalition has blamed India for what he describes as a weak UN resolution against Sri Lanka. The DMK wanted India to add strong language to the UN Human Rights Council resolution sponsored by the US to accuse Sri Lanka of "genocide" during its civil war and call for an international probe.
Here are 10 big developments in this story:

  1. Mr Karunanidhi today said, "India's appreciation of Sri Lanka led to the deletion of a demand for international investigation."

  2. The US-backed resolution only calls for an "independent and credible investigation" by Sri Lanka into violations of humanitarian law.

  3. The government has rejected the DMK chief's charge. "It is a canard that India diluted the resolution sponsored by the US," said Finance Minister P Chidambaram today.

  4. Three of the DMK's five ministers gave in their resignations to the Prime Minister this morning. Mr Karunanidhi's son and Cabinet minister MK Alagiri met the PM separately, the latest expression of his rivalry with his brother, MK Stalin, who allegedly scripted the DMK's pullout from the UPA. 

  5. At a press conference this morning, Finance Minister P Chidambaram announced that India has decided to move amendments to the UN resolution and that other political parties were being consulted over it.

  6. Political opinion is deeply divided over whether India should move a parliamentary resolution against Sri Lanka, a key DMK demand. The BJP has made it clear it will oppose any such move, saying it will compromise India's foreign policy.

  7. The government insists that even with the exit of the DMK, it will be able to muster enough support to pass pending reform legislation, especially in the pension and insurance sectors. (Read)

  8. A vote on the UN resolution, which addresses the alleged atrocities against the country's Tamil civilians during Sri Lanka's decades-long war, will be held tomorrow in Geneva where the UN Human Rights Council is in session.

  9. Sources say that for its amendments to be accepted, India would need the support of 24 out of 47 member countries, which is unlikely.

  10. The UN has estimated that some 40,000 people were killed in the final months of the Sri Lankan civil war, while rights groups put the death toll even higher. Sri Lanka denies that its forces killed civilians.

सत्तारूढ संप्रग से अलग होने के एक दिन बाद द्रमुक के पांच मंत्रियों ने आज सरकार से अपना इस्तीफा प्रधानमंत्री को सौंप दिया।

एस एस पलानिमनिकम, जी गांधीसेल्वन और एस जगतरक्षकन ने एक साथ इस्तीफा सौंपा जबकि केंद्रीय मंत्री अलागिरी और डी नेपोलियन ने बाद में अपना इस्तीफा सौंपा ।गौरतलब है कि श्रीलंकाई तमिलों पर सरकार के 'नरम रूख' से नाराज द्रमुक ने कल सत्तारूढ गठंबधन से खुद को अलग कर लिया था ।

शुरूआत में इस्तीफा देने केवल तीन द्रमुक मंत्री पहुंचे । अलागिरी और नेपोलियन की गौरमौजूदगी पर द्रमुक नेता टी आर बालू ने कहा, '' वे :अलागिरी और नेपोलियन: अपना इस्तीफा बाद में देंगे । ''

सरकार से द्रविण मुनेत्र कषघम (द्रमुक) मंत्रियों के इस्तीफे के बाद पार्टी ने आज कहा कि सदन में अविश्वास प्रस्ताव लाना कोई मुददा नहीं है। उनका कहना था कि वे तमिलों का कल्याण चाहते हैं। द्रमुक सांसद तिरूचि शिवा ने संवाददाताओं से कहा कि वे तमिलों का कल्याण और तमिलों के खिलाफ श्रीलंका में हुए युद्ध अपराध के खिलाफ कार्रवाई चाहते हैं।

संयुक्त प्रगतिशील गठबंधन (संप्रग) सरकार से बाहर होने का फैसला करने के बाद द्रमुक के सभी मंत्रियों ने आज सरकार से इस्तीफा दे दिया। श्रीलंकाई तमिलों के मुद्दे पर भारत के रूख में नरमी बरते जाने को लेकर द्रमुक खासा नाराज थी।

यह पूछने पर कि द्रमुक अविश्वास प्रस्ताव लाने से बच क्यों रही है, शिवा ने कहा कि वे बच नहीं रहे हैं लेकिन जो मुद्दा सबसे पहले उनके सामने है, पहले उसका समाधान होना चाहिए। उनका कहना था कि यह सरकार की बात नहीं है  और वे राजनीति नहीं कर रहे हैं बल्कि अपने लोगों को बचा रहे हैं।


श्रीलंकाई तमिलों के मुद्दे पर संसद के दोनों सदनों में कार्यवाही बाधित रही। पार्टी का रूख स्पष्ट करते हुए शिवा ने कहा कि कल उन्हें प्रस्ताव का मसौदा मिला जो पहले के प्रस्ताव से एकदम अलग था। प्रस्ताव में कई बातों को हल्का कर दिया गया था। उनका कहना था, 'जब हमने भारत सरकार से प्रस्ताव को कड़ा करने की बात कही तो इसे हल्का कर दिया गया और सरकार जिनीवा सम्मेलन को लेकर खामोश है।'

जब कहा गया कि भाजपा सहित कई दल महसूस करते हैं कि कड़े प्रस्ताव को लेकर द्रमुक की मांग स्वीकारी नहीं जा सकती और विदेश नीति को लेकर हुक्म नहीं दिया जा सकता, द्रमुक नेता ने कहा कि विदेश नीति श्रीलंका में तमिलों के नरसंहार को लेकर देश को मूकदर्शक नहीं बना सकती।

இது போல், பல வழிகளில் அமெரிக்க தீர்மானம் பெருமளவில் நீர்த்துப்போக செய்யப்பட்டுள்ளது. இதற்கு இந்திய அரசு இலங்கை அரசு ஐ.நா.,மனித உரிம கழகத்தில் தாக்கல் செய்த அறிக்கையை ஏற்றுக்கொண்டு, தீர்மானத்தை நீர்த்து போக செய்துள்ளது. இதற்காக ஆம்னெஸ்டி அமைப்பும், இந்திய அரசுக்கு கண்டனம் தெரிவித்துள்ளது.

இதுபோன்று தி.மு.க.,வின் கோரிக்கையை ஏற்றுக்கொள்ளாத காரணத்தினால் தான், மத்திய அரசுக்கு அளித்து வந்த ஆதரவை வாபஸ் பெற்றுக் கொண்டோம் என கூறியுள்ளார்.

சென்னை: தமிழக அரசின் 2013-2014ம் ஆண்டுக்கான பட்ஜெட் நாளை சட்டசபையில் தாக்கல் செய்யப்படுகிறது. 

தமிழக சட்டசபையின் 2013-ம் ஆண்டுக்கான முதல் கூட்டத்தை கவர்னர் ரோசய்யா கடந்த மாதம் 1ம் தேதி தொடங்கி வைத்து உரையாற்றினார். இந்த கூட்டம் பிப்.8ம் தேதி வரை நடந்தது. இதில் கவர்னர் உரைக்கு நன்றி தெரிவிக்கும் தீர்மானத்தின் மீது நடந்த விவாதத்திற்கு முதல்வர் ஜெயலலிதா பதில் அளித்தார். இதையடுத்து சட்டசபை கூட்டம் ஒத்திவைக்கப்பட்டது. 

இதை தொடர்ந்து, தமிழக அரசின் 2013- 2014ம் ஆண்டுக்கான பட்ஜெட், மார்ச் 21ம் தேதி சட்டசபையில் தாக்கல் செய்யப்படும் என்று சட்டசபை செயலாளர் ஜமாலுதீன் அறிவிப்பு வெளியிட்டார்.  அதன்படி, நிதி அமைச்சர் ஓ.பன்னீர்செல்வம் நாளை காலை 10.30 மணிக்கு பட்ஜெட் தாக்கல் செய்கிறார். இதையடுத்து அன்றைய கூட்டத்தை சபாநாயகர் தனபால் ஒத்திவைப்பார். 

பின்னர் சபாநாயகர் தலைமையில் சட்டசபை அலுவல் ஆய்வுக் குழு கூட்டம் நடைபெறும். இதில் எதிர்க்கட்சித் தலைவர் உள்ளிட்ட உறுப்பினர்கள் பங்கேற்பர். இதில், பட்ஜெட் மீதான விவாதம், நிதி அமைச்சரின் பதிலுரை, துறைவாரியான மானியக் கோரிக்கைகள், நிதி மசோதா தாக்கல் செய்வது, எத்தனை நாட்கள் கூட்டத் தொடர் நடத்துவது உள்ளிட்டவை குறித்து முடிவு செய்யப்படும். பின்னர், சட்டசபை நிகழ்ச்சி நிரல் தயாரிக்கப்பட்டு அதன்படி சட்டசபை கூட்டம் நடைபெறும்.  

பட்ஜெட் மீதான பொது விவாதம் 10 நாட்களுக்கு மேற்படாமல் நடக்கும். இந்த விவாதத்தின் முடிவில் நிதி அமைச்சர் பதில் அளித்து பேசுவார். இதையடுத்து, மானியக் கோரிக்கைகள் மீதான விவாதமும் அமைச்சர்களின் பதிலுரைக்கு பின்னர் வாக்கெடுப்பும் நடக்கும். இந்த பட்ஜெட் கூட்டம் குறைந்தபட்சம் 40 நாட்கள் நடைபெறும் என்று தெரிகிறது. 
தமிழக அரசின் நிதி நிலைமையை சமாளிக்க பல்வேறு இனங்கள் மீதான வரிகள் கூடுதலாக விதிக்கப்படும் என்றும், சில புதிய அறிவிப்புகள் இருக்கும் என்றும் கோட்டை வட்டாரங்கள் தெரிவித்தன. 

இந்த பட்ஜெட் கூட்ட தொடரில், இலங்கை தமிழர் பிரச்னை, இலங்கை கடற்படையினரால் அவ்வப்போது தமிழக மீனவர்கள் தாக்கப்படும் சம்பவம், மின்வெட்டு, அத்தியாவசிய பொருட்களின் விலை உயர்வு, விவசாயிகளுக்கு வழங்கப்படாமல் இருக்கும் நிவாரண உதவிகள், மாநிலம் முழுவதும் தொடர் சம்பவங்களாக நடக்கும் கொலை, கொள்ளை ஆகியவை குறித்து எதிர்க்கட்சிகள் பிரச்னை கிளப்பும் என்று தெரிகிறது.

தமிழகத்தில் உள்ள அரசு பள்ளிகளில் பயிலும் மாணவர்களுக்கு சத்துணவு வழங்கப்பட்டு வருகிறது. அவ்வாறு வழங்கப்படும் சத்துணவில் இன்று முதல் 13 வகை புதிய உணவுகள் வழங்கப்படவுள்ளது.

இப்புதிய திட்டத்தின்படி சாதவகைகளில் காய்கறி பிரியாணி, கொண்டைகடலை புலவ், தக்காளி சாதம், கருவேப்பிலை சாதம்/கீரை சாதம், சாம்பார் சாதம், மீல்மேக்கர், காய்கறி கலவை சாதம், புளியோதரை, எலுமிச்சை சாதம் ஆகியவையும், முட்டை வகைகளில் மிளகுத் தூள் முட்டை, தக்காளி முட்டை மசாலா,வேக வைத்த முட்டை,முட்டை மசாலா ஆகியவையும் வழங்கப்படவுள்ளன.

வெள்ளிக்கிழமை தோறும் சாதம், சாம்பார், வேக வைத்த முட்டை மற்றும் உருளைக்கிழங்கு பொறியல், சுண்டல் ஆகியவை வழங்கப்படும் எனவும் தெரிகிறது.

இந்த திட்டம் முதற்கட்டமாக அனைத்து மாவட்டங்களிலும் ஒரு வட்டாரம் வீதம் 32 வட்டாரங்களில் இன்று துவங்கப்பட்டுள்ளது. இந்த திட்டம் படிப்படியாக பிற வட்டாரங்களுக்கும் விரிவுபடுத்தப்பட உள்ளது.

Possibility of a resolution in the Parliament on the Tamil issue has considerably weakened, parliamentary sources told ET Now.

Meanwhile, defending the government, Union parliamentary affairs minister Kamal Nath said the government is neither lame nor a duck.

"We are absolutely stable. No political party has come out to challenge our majority," Kamal Nath said.

Image of the government has not got sullied because of an ally pulling out, an image is built on the work by the government, he added.

The government said it was talking to political parties on a resolution concerning the Sri Lankan Tamils issue in Parliament, but the move was not linked to the withdrawal of support by the DMK to the UPA.

"The withdrawal of DMK from the UPA government technically places the ruling UPA in the minority. However, due to the outside support from SP and BSP, its strength in the Lok Sabha will be above 272 seats, averting fall of the government. After DMK's knee-jerk reaction yesterday morning, by late afternoon most political parties were of the view that the gov't will survive in the immediate future with or without DMK," said Kim Eng India SecuritiesBSE -0.88 % report.

At 12:05 p.m.; the 50-share index was at 5,702.65, down 39.10 points or 0.68 per cent. It touched a high of 5,745.30 and a low of 5,703.85 in trade today.

The Sensex was at 18,903.87, down 104.23 points or 0.55 per cent. It touched a high of 19,028.09 and a low of 18,886.63 in trade today.

The BSE Midcap Index fell 1.70 per cent and the BSE Smallcap Index was 1.62 per cent lower.

Among the sectoral indices, the BSE Realty Index fell 3.90 per cent, the BSE Capital Goods Index was 1.81 per cent lower, the BSE Power Index was down 1.68 per cent and the BSE Bankex was 1.51 per cent lower.

The Bank Nifty fell for the fourth straight session and breached 200-DMA, its lowest level since late November. Realty sector was under pressure on concerns that despite repo rate cut, the financial institutions will not be able to lower interest rates.

Reliance Infrastructure (5.87 per cent), Jaiprakash AssociatesBSE -4.20 % (4.83 per cent), ACCBSE -0.88 %(3.20 per cent), PNBBSE -3.42 % (2.97 per cent) and SBIBSE -3.87 % (2.92 per cent) were among the top losers.

HULBSE 3.37 % (1.96 per cent), CiplaBSE 1.47 % (1.81 per cent), LupinBSE 1.11 % (1.32 per cent), TCSBSE 0.78 % (0.86 per cent) and Asian PaintsBSE 1.73 % (0.83 per cent) were among the top gainers.

The market breadth was negative on the NSE with 445 gainers against 765 losers.

The foreign institutional investors bought shares worth Rs 62.63 crore while domestic institutional investors bought equities worth Rs 71.38 crore on Tuesday as per the provisional data from the National Stock

7:15 pm: Strategy meeting to break the impasse on the Sri Lanka issue begins at Shinde's office.

6:51 pm: Strategy meeting on the Sri Lanka resolution to be held at Home Minister Sushil Kumar Shinde's office at 7 pm on Wednesday.

P Chidambaram, Kamal Nath and Rajiv Shukla are likely to attend the meeting, which aims at breaking the impasse on the resolution.

5:11 pm: The government's draft resolution on Sri Lanka calls for an "independent and credible investigation" into the alleged war crimes by Sri Lankan Army against the ethnic Tamils, sources said. However, the term 'genocide' has not been included and the resolution is not yet "final", the sources added.

4:29 pm: Speaker Meira Kumar calls an all-party meeting at 7:30 pm on Wednesday on the Lankan Tamils issue.

3:00 pm: Even as the government says that consultations on moving amendments to the US-backed resolution on Sri Lankan war crimes are on, the UNHRC vote on Sri Lanka is likely to take place as early as Thursday in Geneva, according to sources.

2:45 pm: BJP leader Venkaiah Naidu said the government is on a ventilator. "The government is on ventilator, why is the SP supporting the government, it has to answer," he said.

1:40 pm: Bharatiya Janata Party President Rajnath Singh has said the BJP does not need to bring a no-confidence motion against the UPA government. "There is no need for the BJP to bring in a no-confidence motion against the government. Allies will leave it one by one," he said.

12:52 pm: The remaining two DMK ministers, Azhagiri and D Napolean, have also submitted their resignations to the Prime Minister.

12:35 pm: The DMK ministers have resigned, and now the SP and BSP support for the UPA government is crucial. SP MPs are on the other hand demanding Steel Minister Beni Prasad Verma's resignation for his comment accusing party chief Mulayam Singh Yadav of having links with terrorists. Congress President Sonia met Mulayam and sources say she told Mulayam that Beni Prasad's views are not the party's views, they are his individual views.

12:28 pm: DMK member Vasanthi Stanley fainted in the Rajya Sabha while protesting against Sri Lankan war crimes and has been rushed to the hospital.

12:23 pm: Three DMK ministers, SS Palanimanickam, Gandhiselvan and S Jagathrakshakan, have met Prime Minister Manmohan Singh and submitted their resignations.

12:15 pm: DMK chief Karunanidhi has said there is no change in his party's stand of withdrawing from the government. "We reiterate our demand for stronger amendments in the US draft in Geneva and a strong resolution to be passed in Parliament. The demands made by DMK were not considered by the central government and thus, there is no change in our stand," Karunanidhi said.

12:09 pm: DMK MPs shouted 'We want justice' slogans in the Rajya Sabha, following which the House was adjourned again.

12:05 pm: Parliamentary Affairs Minister Kamal Nath met Leaders of the Opposition Arun Jaitley and Sushma Swaraj seeking their support in passing key bills in the House. The BJP rejected his demand and asked to first build consensus with his own allies.

12:03 pm: Sources say the resolution on Sri Lanka is unlikely in Parliament as there is no consensus.

11:55 am: The DMK ministers will meet Prime Minister Manmohan Singh at 12 noon to submit their resignations.

10:50 am: Parliamentary Affairs Minister Kamal Nath said no party has challenged the government for a floor test. "No party has challenged us for a floor test. No one has challenged the majority of the government inside or outside Parliament," he said.

10:45 am: Students in Chennai continued to hold protests against Sri Lankan war crimes at the Marina Beach.

10:40 am: Parliamentary Affairs Minister Kamal Nath said the government was not a lame duck government and was stable. He also said the image of the government was not tarnished. "It is wrong to say that the image of the government has suffered, the image of the government is related to the work of the government. It has nothing to do with DMK or an ally moving out," Kamal Nath said.

10:25 am: Finance Minister P Chidambaram has said that the government intends to amend the resolution on Sri Lankan war crimes, but was still holding talks with other parties to come to a conclusion. "The position of the party is that we intend to amend the resolution. The opinion among other parties so far is divided. We will continue to speak to other parties to come to a consensus," Chidambaram said.

He also said that the government has no clue as to why the DMK changed its position between March 19 morning and night. Chidambaram said the DMK submitted its withdrawal letter even as consultations on the issue were on. "On the issue of the resolution to be adopted by parliament, Kamal Nath started consultations with other parties, the opinion so far is divided. Even as another meeting was underway DMK went ahead and submitted their letter. We don't know what happened in between the morning of yesterday and the evening," Chidambaram said.

10:05 am: The government is confident and has ruled out snap polls. Home Minister Sushil Kumar Shinde said the UPA government has the numbers and that SP and BSP are backing it.

9:05 am: The DMK has ruled out any compromise saying it is ending the nine-year alliance with the Congress with a heavy heart over the UN resolution on Sri Lanka. "There is no question of reconsidering when the resolution is to be passed day after tomorrow as there are just two days left now. In no ways is India helping the Tamils," DMK leader TKS Elangovan said.

With the DMK out, the government is depending on Mulayam and Mayawati and significantly, the Samajwadi Party has upped the rhetoric. It has said that the NDA government under Atal Bihari Vajpayee had better leadership than the UPA now. But the party added that it won't withdraw just yet.

The UPA government is still working on a resolution on the Sri Lankan Tamil issue in a desperate last ditch effort to get the DMK back on board. But a breakthrough looks unlikely at the moment. The UPA government is likely to move amendments to the US-sponsored resolution against Sri Lanka at the UNHRC. But moving the amendments is no easy task and will involve hectic lobbying.

The resolution, as it stands, has been 45 days in the making. It is expected to pass with more numbers than the resolution last year. Minor tinkering in the resolution may work, but pushing in intrusive language like 'genocide' or 'international inspections', as demanded by the DMK, at the very last stage is virtually impossible.

What India would be trying to do is what even the US didn't push for and the US may not be willing to risk a collapse of the resolution at the last stage. Not just the US, India will have to persuade a large number of other countries, which is a difficult task.

All these contraints will be highlighted by Dilip Sinha, India's envoy in Geneva, during foreign office consultations in Delhi on Wednesday. This even as UPA's future hangs in balance with the DMK pulling out support.

DMK leader TR Baalu met President Pranab Mukherjee late on Tuesday night to submit his party's letter of withdrawal just over 12 hours after DMK chief Karunanidhi announced in Chennai DMK's decision of pulling out of UPA on the question of UN resolution on Sri Lanka.

"I have informed the president of our decision of walking out of UPA. No question of any rethink," Baalu said. The DMK ministers will submit their resignations to Prime Minister Manmohan Singh on Wednesday.

The reason why this speed of handing over the letter of withdrawal of support was shown was the position taken by the DMK. CNN-IBN has learned that the DMK has been adamant in inclusion of words 'genocide' , 'war crime' and 'international probe' in the proposed Parliament resolution. The government is willing to offer the term 'Independent' , 'credible probe' instead. But the government formula has been rejected by DMK.

So with the DMK pulling out with its 18 members, the UPA is now entirely dependent on the two UP leaders Samajwadi Party and Bahujan Samaj Party, both unpredictable, and with a canny ability to extract a heavy price for their help.

With the DMK pulling out, the UPA is now a minority government. Will the UPA survive till the 2014 elections or will a no confidence motion lead to snap polls this year? Speaking to IBN18 Editor-in-Chief Congress spokesperson Abhishek Manusinghvi said, "It is nothing but sensational suggestions that the government is falling tomorrow, the government is falling day after. It's a lameduck ICU."
